Añana Commonwealth approves electric bicycle service rates

Entry into Force and Final Approval
The Cuadrilla de Añana has definitively published the amendment to its fiscal ordinance regulating the public prices of the regional service for lending electric bicycles and cargo bicycles for sustainable mobility and tourist use. The full text of the amendment appears in the Official Gazette of the Historical Territory of Álava, number 93, of 17 August 2026 (document reference: 2026-02413), in section II of Local Administration. The regulation will enter into force on 18 August 2026, the day after its official publication.
The final approval comes after the Board of the Cuadrilla de Añana adopted the initial approval agreement in an extraordinary session held on 16 June 2026, and after the stipulated period elapsed without any claims being submitted in due time and form, as required by Article 16, paragraphs 3 and 4, of Provincial Regulation 41/1989, of 19 July, regulating Local Treasuries.
Rates for Individuals and Visitors
Article 5 of the ordinance establishes two rental options for the general public and visitors:
- Half-day rental (morning from 9:00 a.m. to 2:00 p.m. or afternoon from 3:00 p.m. to 8:00 p.m.): €5.00
- Full-day rental: €10.00
All rates include VAT. Payment shall be made at the time of requesting the service, through the mobile application or the payment system enabled by the regional entity. The Cuadrilla may require a prior deposit, in full or in part, as well as a security deposit of €100.00 for a standard electric bicycle and €200.00 for a cargo bicycle, which will be refunded upon return of the vehicle after verifying its good condition.
Rates for Tourism Sector Professionals
The ordinance also provides for a reduced rate scheme for tourism sector professionals —self-employed individuals or legal entities— authorized by the Cuadrilla to use cargo bicycles for activities related to tourism, support logistics, or transport compatible with the vehicle’s characteristics:
- Daily rental: €5.00
- Weekly rental: €50.00
- Monthly rental: €140.00
The helmet as an auxiliary element has an additional cost of €1.00 per unit. Delays in return without justified cause entail penalties ranging from €15.00 for delays between 30 minutes and 8 hours to €25.00 for delays between 8 and 24 hours, with an additional penalty of €15.00 for each full calendar day beyond 24 hours.
Free Trial Period and Social Discounts
The regulation establishes a free trial period that runs from January 1 to September 15, 2026, during which users can enjoy the service at no cost. Once this phase is over, rates for individuals will be reduced with a 10 percent discount for the following groups:
- Members of large families, single-parent families, or foster families who prove their status
- Holders of a student card, youth card, or unemployment card
With this discount, the half-day rental costs €4.50 and the full day €9.00.
Incentives for regular use
With the aim of promoting sustainable mobility and rewarding regular users, the ordinance introduces a progressive discount system based on the number of annual uses:
- 1 to 4 annual uses: 0% discount
- 5 to 9 annual uses: 10% discount
- 10 to 19 annual uses: 30% discount
- 20 or more annual uses: 50% discount
The management of the service corresponds entirely to the Cuadrilla de Añana, in accordance with the regulatory ordinance of the regional service. The agreement was signed in Ribabellosa on August 10, 2026, by the president of the entity, Rubén Torremocha Galán, and is published in compliance with articles 49 c) and 70.2 of Law 7/1985, of April 2, regulating the Bases of Local Government.
