Cuéllar approves the final parking fee for the O.R.A. zone.

The Cuéllar City Council has definitively approved Fiscal Ordinance No. 26 regulating the fee for vehicle parking in O.R.A. zones, the full text of which is published in the Official Gazette of the Province of Segovia number 100, dated August 21, 2026 (reference RE-13329). As no claims were filed during the public exhibition period, the provisional plenary agreement has been automatically elevated to definitive.
The publication is carried out in compliance with article 17.4 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The ordinance is issued in exercise of the taxing power provided for in article 133.2 of the Constitution, Law 58/2003, of December 17, General Tax Law, and Law 7/1985, on the Bases of the Local Regime.
Taxable Event and Taxpayers
The fee taxes the private use of the municipal public domain through the parking of vehicles on public roads located in areas established as subject to the limitations and controls of the O.R.A. service. The taxpayer is the vehicle owner or the driver, depending on the modality, in accordance with the General Tax Law.
The following vehicles are exempt from payment of the fee:
- Bicycles and scooters.
- Motorcycles.
- Funeral services on duty.
- Ambulances on duty.
- Vehicles displaying a parking permit for persons with reduced mobility.
Time-based Rates and Resident Card
Article 5 sets the rates and fees, which are paid via self-assessment through a ticket. The annual resident card is set at €120.00, while time-based parking is charged progressively:
- From 0 to 10 minutes: €0.10.
- 30 minutes: €0.30.
- 60 minutes (1 hour): €0.80.
- 90 minutes (1 h 30 min): €1.40.
- 120 minutes (2 hours): €2.00.
Additionally, a fee of €4.00 is set per half hour of excess for the cancellation of a fine. The tax period coincides with the calendar year or the parking time, and the regime of infractions and sanctions refers to Royal Legislative Decree 6/2015, of October 30, on traffic and road safety, and Law 58/2003.
Entry into Force and Appeals
The ordinance repeals the previous Fiscal Ordinance No. 26 and shall enter into force on the day of its full publication in the Official Gazette of the Province, remaining in effect until its express modification or repeal. An administrative appeal may be filed against the agreement before the Administrative Chamber of the High Court of Justice of Castilla y León within two months of its notification.
The final approval of the fee provides legal certainty to the regulated parking service of Cuéllar, affecting both drivers who park in the O.R.A. zone and residents, who will have an annual card of 120 euros to park in their municipality.
