Croatia Revamps State Attorney Registers for Civil and Administrative Cases

Damir Habijan, Minister of Justice, Administration and Digital Transformation, has adopted amendments to the Rules of Procedure of the State Attorney’s Office that redefine the registers kept by its civil-administrative departments. The changes were published in Narodne novine No. 92 of 21 August 2026 (article 1135) and enter into force on the eighth day after publication.

The amendments rest on Article 71(1) of the Law on the State Attorney’s Office (Narodne novine 67/18, 21/22 and 136/25) and were adopted on the proposal of the Chief State Attorney of the Republic of Croatia. They modify the existing Rules of Procedure of the State Attorney’s Office (Narodne novine 128/19 and 56/26), which govern how the prosecution service records and tracks its cases.

What changes

The first two articles make targeted textual adjustments to the existing rules. Article 1 inserts the words “and 2” after “paragraph 1” in Article 35(3), while Article 2 deletes the same words from Article 167(2). Both changes are limited corrections to the operative text of the Rules of Procedure.

New register codes

The core of the reform is Article 3, which rewrites point 2 of Article 312 to set out the registers of the civil-administrative departments. Each case category now has a dedicated code:

• “P-DO” – register of litigation and arbitration cases
• “Gž-DO” – register of litigation cases before the second-instance court
• “O-DO” – register of enforcement and security cases
• “S-DO” – register of bankruptcy, pre-bankruptcy and liquidation cases
• “Sp-DO” – register of consumer bankruptcy cases
• “A-DO” – register of adhesion proceedings
• “Ip-DO” – register of non-contentious cases
• “Us-DO” – register of administrative disputes
• “U-DO” – register of administrative matters

The new coding system gives each procedural stream a distinct identifier, making it easier to track the volume and progress of civil, enforcement, insolvency and administrative work handled by the State Attorney’s Office.

Entry into force

Under Article 4, the amendments take effect on the eighth day after their publication in Narodne novine, meaning they will apply from late August 2026. The act was signed in Zagreb on 17 August 2026 under reference Klasa 710-01/19-02/57, Urbroj 514-03-03-01-01/01-26-07.

For legal professionals, the reorganisation of the registers matters because it touches every civil and administrative proceeding in which the State Attorney’s Office participates, from litigation and enforcement to administrative disputes and consumer bankruptcy. The clearer separation of case streams should make it easier to identify where a given matter is being handled and to follow its progress through the prosecution service.
