CReSAP opens seven competitions for heads of State agencies and institutes

The Recruitment and Selection Commission for Public Administration (CReSAP) has opened seven competitive procedures for senior management positions in public institutes, published in the Diário da República, 2nd series, no. 213, of November 3, 2026, through Notice (extract) no. 27328/2026/2 to Notice (extract) no. 27334/2026/2. The competitions are open for a period of ten working days starting from the publication on the CReSAP website and cover two presidencies, two vice-presidencies, and three board memberships. All notices are signed by the commission’s president, Damasceno Dias.

The legal framework and the scope of the opening

The seven notices invoke paragraph 2 of article 19 of Law no. 2/2004, of January 15, in its updated version, a regulation that frames the selection of Public Administration managers through public competition. CReSAP appears in all of them as the entity responsible for the procedure, tasked with conducting the evaluation and proposing candidates.

The publication of November 3 concentrates the opening of vacancies in five central State bodies on a single day — IAPMEI, IRN, AD&C, IGFSS, and LNEC —, signaling a renewal of the governing boards of several structures dependent on the Government.

Two of the seven procedures are repetitions of previous openings, and not debuts: the competition for the presidency of the Agency for Competitiveness and Innovation, I. P. resumes process no. 1746_CReSAP_29_05/26, repeated as no. 1813_CReSAP_29_05/26, and the competition for the presidency of the Institute of Registries and Notaries, I. P. corresponds to the repetition of no. 1754_CReSAP_36_06/26, now under no. 1812_CReSAP_36_06/26.

Presidencies: competitiveness and registries

The Agency for Competitiveness and Innovation is the designation for IAPMEI, the body that supports company competitiveness; the presidency of its governing board is, therefore, one of the positions with the highest economic visibility among those now up for competition. Meanwhile, the IRN ensures registries, notary services, and civil identification, functions involving direct contact with citizens.

Vice-presidencies in cohesion and social security

• Notice (extract) no. 27331/2026/2 — vice-president of the board of directors of the Social Security Financial Management Institute, I. P. (IGFSS, I. P.), procedure no. 1797_CReSAP_69_08/26.

AD&C is the entity that manages EU funds and cohesion policy in Portugal, while IGFSS ensures the financial management of the social security system — two positions with particularly sensitive budgetary and fund execution responsibilities.

Board memberships at AD&C, IGFSS, and the civil engineering laboratory

• Notice (extract) no. 27332/2026/2 — board member of the board of directors of IGFSS, I. P., procedure no. 1796_CReSAP_68_08/26.
• Notice (extract) no. 27333/2026/2 — board member of the board of directors of the National Laboratory for Civil Engineering, I. P. (LNEC), procedure no. 1811_CReSAP_80_08/26.

LNEC is the State laboratory in the field of civil engineering and construction, with relevant activity in infrastructure assessment and technical regulation. With this board membership, CReSAP extends the renewal to an organization with a scientific and technical profile, and not only to administrative and financial management structures.

Requirements and processing

In all notices, the indication of the formal appointment requirements, the desired profile, the composition of the jury, and the selection methods will be publicized on the Public Employment Exchange (BEP). The full notice for each procedure is available on the CReSAP website, at www.cresap.pt.

Five of the notices were signed on October 20, 2026; the one for the presidency of the Agency for Competitiveness and Innovation is dated October 19, 2026.

The simultaneous opening of these seven competitions defines, in practice, who will lead central State bodies in the coming years: the presidency of IRN and IAPMEI, the vice-presidencies of AD&C and IGFSS, and the board memberships of these two institutes and LNEC. For those following Public Administration, the set measures the scale of the ongoing leadership rotation and the calendar of decisions that the Government will have to finalize in the coming months.
