The Creixell City Council has definitively approved the ordinance regulating the rates and prices of the municipal drinking water supply service and complementary services. The regulation, signed by Mayor Montserrat Muñoz Madueño, is published in the Official Gazette of the Province of Tarragona on September 9, 2026, with the reference CVE 2026-08241.

Ordinance number 22 is a public non-tax patrimonial provision, according to article 20.6 of the Revised Text of the Law Regulating Local Treasuries. As no claims were filed during the public exhibition period, the provisional plenary agreement was automatically elevated to definitive. The service is provided under an indirect management regime, in the form of an administrative concession, by a supplying entity.

Rates by use and consumption

The supply rate combines a fixed fee, based on the use and the caliber of the measuring device, and a variable fee based on the volume consumed. For general domestic use, the minimum consumption is 15 m³ per coexistence unit per month, with a price of €1.2425/m³ up to the minimum and €1.5395/m³ for the excess.

  • Leakage rate: €1.2425/m³ for habitual consumption in the event of a duly accredited leak.
  • Numerous coexistence units: extension of 3 m³/month for each person exceeding the limit of three cohabitants.

Social rate and pensioners’ minimum

The ordinance provides for a social rate for subscribers who benefit from the social canon of the Catalan Water Agency (ACA), with a price of €0.6213/m³ up to the minimum and €1.5395/m³ for the excess. Additionally, a reduced minimum consumption is established for vulnerable groups.

  • Pensioners’ minimum: 10 m³/cu/month for residents with disabilities or pensioners over 65 years of age.
  • Income requirements: maximum of 2 times the IPRIM if living alone, or 2.5 times if living as a couple.
  • Application: subscribers must request the reduced minimum from the City Council.

Maintenance, connections, and billing

The maintenance of service pipes and meters is billed with a monthly fixed fee according to the equipment caliber, and municipal connection fees are set at €50.44 per activation. Billing is carried out for expired periods, with a frequency not exceeding three months, and payment must be made within twenty calendar days from issuance.

  • Maintenance of service pipes and meters: €1.38/month up to 15 mm; €2.30 for 20 mm; €2.62 for 25 mm; €4.74 for 30 mm; and €11.06 for 40 mm or more.
  • Municipal connection fees: €50.44 for each activation.
  • Payment: twenty calendar days from the issuance of the invoice.

The new regulation affects all subscribers in the municipality and introduces protection mechanisms for the most vulnerable groups, such as the social tariff and the minimum consumption for pensioners. An administrative appeal against the agreement may be filed before the Administrative Litigation Chamber of the High Court of Justice of Tarragona within two months of publication.
