Por FactBox Admin

The Plenary of the Supreme Court of Justice authorized Eduardo Alberto Cambara Sandoval and Cecilia Lisseth Urbina Serrano to practice the legal profession in all its branches, whereby both are now enabled to litigate. The decision is contained in agreements Nos. 1512-D and 1632-D, published in the Official Gazette Volume No. 452, Number 176, corresponding to Wednesday, September 23, 2026, within the Judicial Branch section (p. 14).
The two agreements were issued in San Salvador on July 30, 2026, and bear the signature of the General Secretary of the Supreme Court of Justice, Julia I. del Cid. In both cases, the court had previously ruled on the merits of the professional file and subsequently ordered the issuance of the agreement formalizing the authorization, given that the applicants complied with all legal requirements.
Two authorizations with resolutions of different dates
- Agreement No. 1512-D: authorizes Mr. Eduardo Alberto Cambara Sandoval to practice the legal profession in all its branches. The ruling on the merits was issued on May 7, 2026, and the agreement was issued on July 30, 2026. Registry No. F48223.
- Agreement No. 1632-D: authorizes Ms. Cecilia Lisseth Urbina Serrano to practice the legal profession in all its branches. The ruling on the merits was issued on June 30, 2026, and the agreement was issued on July 30, 2026. Registry No. F48321.
- In both cases, the formula used by the court is the same: the authorization is granted “in view of having complied with all legal requirements and according to what was resolved by this Court in the respective file.”
The magistrates who signed each agreement
The publication details the composition of the Plenary that supported each decision:
- Agreement No. 1512-D: Dueñas, Héctor Nahun Martínez García, Alex Marroquín, E. Quint. A., Sandra Chicas, R. C. C. E., J. F. M. G. and M. E. M. C.
- Agreement No. 1632-D: H. A. M., Dueñas, Luis Javier Suárez Magaña, García E. Quint. A., R. C. C. E., V. A. R. R. and J. F. M. G.
- The agreements appear as pronounced by the magistrates who signed them, with the certification of the General Secretary.
The control of the profession in the hands of the Plenary
The authorization to practice law is the responsibility of the Plenary of the Supreme Court of Justice, which processes it through the General Secretariat and orders its publication in the Official Gazette so that it takes effect before courts and public registries. The same edition of September 23, 2026, includes other rulings from the court regarding professional matters: Agreements Nos. 1661-D, 1870-D, and 1874-D, which declare the end of suspensions imposed on the exercise of the public function of the notary and reinstate the affected professionals to the permanent roll of notaries.
The Official Gazette is the medium through which the Judicial Branch communicates these decisions, such that the authorization published in its pages constitutes the formal backing that new lawyers need to act before courts and public offices in the country.
With these two authorizations, Cambara Sandoval and Urbina Serrano join the list of professionals authorized to practice law in all its branches, a step that allows them to assume judicial representations, sponsor cases, and sign the acts inherent to the profession. For readers, the publication in the Official Gazette is the verifiable proof that both have the approval of the highest court and that their authorization is already enforceable before any authority.
