Correct the resolution that dismisses the 125 MW Satrebares wind farm
Por FactBox Admin

The General Directorate of Energy Policy and Mines has rectified the resolution dismissing the application for prior administrative authorization for the “Satrebares” wind farm, 125 MW, and its evacuation infrastructure in the provinces of Lugo and A Coruña. The correction of errors is published in the Official Gazette of the Province of A Coruña no. 190, of October 5, 2026, under announcement number 2026/6359, and affects only the provincial attribution of the municipalities mentioned in the original text.
The original resolution was issued on June 19, 2026, by the General Directorate of Energy Policy and Mines and was published in the Official State Gazette no. 212, of August 28, 2026, p. 117125. In that text, the application from Maracaibo Solar, S.L. was dismissed and the archiving of file PEol-910, also identified as SGIISE/PEol-910, was agreed upon. The full text had already been published in the Official Gazette of the Province of A Coruña no. 168, of September 3, 2026, under announcement number 2026/5690.
Having noticed an error in the text, the General Directorate resolved to rectify it in accordance with Article 109 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. The correction was signed in Madrid on September 2, 2026, by the Director General of Energy Policy and Mines, Manuel García Hernández.
What the correction changes
The error affected the location of the municipalities by province. Where the original text stated that the project was located “within the municipal boundaries of Monfero and Aranga, in the province of A Coruña, and Guitiriz, Aranga, Curtis, Oza Cesuras and Abegondo, in the province of Lugo”, it should now read:
- Monfero, Aranga, Curtis, Oza Cesuras and Abegondo, in the province of A Coruña.
- Guitiriz, in the province of Lugo.
The rectification does not alter the meaning of the decision: the dismissal of the application and the archiving of the file maintain their original wording.
The project and its processing
Maracaibo Solar, S.L. applied for prior administrative authorization on June 23, 2023, with an update on May 30, 2024. The projected wind farm had an installed capacity of 125 MW and an evacuation infrastructure consisting of:
- Internal lines at 30 kV.
- Substation SE Satrebares 1 30/220 kV.
- High-voltage overhead-underground line at 220 kV SE Satrebares 1 – SE Satrebares 2.
- Substation SE Satrebares 2 30/220 kV.
- High-voltage overhead line at 220 kV SE Satrebares 2 – SE Promotores Seselle.
- Compensating substation SEC Satrebares 220 kV.
- High-voltage connection overhead line at 220 kV SEC Satrebares 220 kV – 220 kV line connecting SE Promotores Seselle with SE ABEGONDO 220 kV (REE).
The proceedings were processed in accordance with Royal Decree 1955/2000, of December 1, and Law 21/2013, of December 9, on environmental assessment, with the transfer to the Industry and Energy Areas of the Sub-delegations of the Government in Lugo and A Coruña.
Unfavorable environmental impact and expired permits
On March 31, 2026, the Directorate General for Environmental Quality and Assessment issued an unfavorable environmental impact statement, published in the Official State Gazette no. 90, of April 13, 2026 (BOE-A-2026-8204), after identifying negative impacts on the environment for which the proposed measures did not guarantee sufficient prevention, correction, or compensation.
To this was added the expiration of the access and connection permits. The project had obtained access at the ABEGONDO 220 kV substation, owned by Red Eléctrica de España, S.A.U., which communicated the expiration via a written notice received on December 19, 2025. The processing included two hearing procedures, notified on January 30 and April 15, 2026; the promoter responded to the first on February 8, 2026, requesting that the file not be archived, and did not respond to the second within the period of fifteen business days.
Right of appeal
Against the resolution, which does not end the administrative route, an appeal for reversal (recurso de alzada) may be filed before the holder of the Secretary of State for Energy within one month from the day following its publication in the Official State Gazette. Once this period has elapsed without an appeal, the resolution shall be final for all purposes.
The correction does not reopen the project, but precisely defines the territorial map affected by a 125 MW installation that is now discarded. For the surrounding municipalities, the official text confirms that Curtis, Oza Cesuras, and Abegondo are in the province of A Coruña and that only Guitiriz belongs to Lugo, a relevant piece of data for any future processing or claim regarding the same area.
