Corral de Almaguer makes the Home Care assistance rate permanent

The City Council of Corral de Almaguer has finalized the modification of the Fiscal Ordinance regulating the fee for the provision of the Home Help Service (SAD), after no claims or appeals were filed during the public exhibition period. The full text is published in the Official Gazette of the Province of Toledo, number 180, dated September 21, 2026, pages 22 to 28, with reference No. I.-4209 and verification code 2026.00004209. The ordinance enters into force the day following its publication, that is, September 22, 2026.

The provisional approval agreement was adopted by the municipal plenary session held on July 23, 2026, and was initially published in the Official Gazette of the Province of Toledo, number 142, dated July 29, 2026. After thirty days passed without objections, the City Council now publishes the full text in compliance with Article 17 of the consolidated text of the Law regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.

The regulation adapts to the regional and state framework for dependency, with references to Decree 71/2024, of October 22, to Decree 30/2013, of June 6, on the legal regime of home care services, to Law 39/2006, of December 14, and to Law 14/2010, of December 16, on Social Services of Castilla-La Mancha. The document was signed in Corral de Almaguer on September 15, 2026, by the mayor, Manuela Lominchar Lominchar.

Rates by economic capacity brackets

The price per ordinary hour is calculated individually based on the monthly economic capacity of the user and their family unit, ensuring that no one is excluded from the service due to lack of resources. The established brackets are as follows:

• Up to 900.00 euros per month: 1.50 euros per hour.
• From 901.00 to 1,000.00 euros: 2.00 euros per hour.
• From 1,001.00 to 1,100.00 euros: 2.50 euros per hour.
• From 1,101.00 to 1,200.00 euros: 3.00 euros per hour.
• From 1,201.00 to 1,300.00 euros: 3.50 euros per hour.
• From 1,301.00 to 1,400.00 euros: 4.00 euros per hour.
• From 1,401.00 to 1,500.00 euros: 5.00 euros per hour.
• From 1,800.00 euros onwards: 6.00 euros per hour.

The monthly fee is the result of multiplying the hourly rate by the number of monthly hours assigned. Economic capacity is calculated on an annual basis, dividing the income and assets of the family unit by twelve, using the last fiscal year with an expired filing deadline as a reference.

Access requirements and service management

It shall be an indispensable condition to be a beneficiary to be registered (empadronado) in the municipality. The application is submitted in writing using the form provided by the City Council through the Social Services Center, and the resolution corresponds to the Mayor’s Office, the delegated Department, or the Governing Board, following a proposal from the social worker.

The file must document the economic and family circumstances through:

• Bank certificates.
• Income tax return.
• Proof of pensions or employment earnings.
• Electronic cadastral certificates.
• Responsible declaration.

It is also mandatory to provide proof of payment domiciliation, including account number, entity, and holder, before the benefit is approved. Users must notify Social Services of any change in their income or personal situation within one month.

Minimum contribution, maximums, and bonuses

The minimum monthly contribution is set at 35.00 euros, except in family intervention projects to avoid or address risk situations for minors and in cases where the user proves they have no economic resources. For those accessing the service with a recognized dependency status via the Individual Care Program, the contribution may not exceed 90% of the total cost of the service.

When the monthly economic capacity is less than 1,650.00 euros, the fee shall not exceed 95.00 euros per month. Users with a capacity equal to or less than 600.00 euros will have a special reduced rate of 20.00 euros per month, and those falling below the current monthly IPREM will be exempt from the general contribution. Additionally, cohabitation units with two or more people with severe or great dependency requiring simultaneous grooming and hygiene care will pay 1.50 euros per hour, regardless of their income bracket.

Suspensions, registrations, and cancellations

Suspension for up to two months for socio-sanitary reasons reserves the hours and maintains the payment obligation. Between two and six months constitutes a temporary cancellation, interrupts payment, and return is subject to hourly availability, without the need for a new application. Absence from the home for more than six months is considered a definitive cancellation.

Registration between the 1st and 15th of the month requires payment of the full fee, while from the 16th onwards, 50% is paid. For cancellations, the opposite occurs: from the 1st to the 15th, half is paid, and from the 16th, the full month. Repeated non-payment may lead to the termination of the benefit, which will be demanded through enforcement proceedings.

The new ordinance establishes, for the first time, a complete tariff schedule and maximum contribution limits for the residents of Corral de Almaguer who receive home care, a service upon which the elderly and dependent persons of the municipality rely. The text arrives following the public exhibition process without objections and replaces the previous regulation; therefore, users must review their income bracket and their fee before the settlement during the first five days of each month.
