Cornellà appoints Oscar Buxeres as general secretary and redefines signing delegations

Cornellà de Llobregat has a new general secretary. Oscar Buxeres Soler has been appointed on secondment to hold this position at the Cornellà de Llobregat City Council, by resolution of the Directorate General of Local Administration of the Department of the Presidency of the Generalitat de Catalunya dated August 31, 2026 (Exp. 807/2026). Mayoral Decree no. 4636/2026, of September 14, approves the proposal for the delegation of powers and the signing of documents of the General Secretariat, and the Official Gazette of the Province of Barcelona published it on September 18, 2026 (CVE 202610141949, pp. 1-16).

The decree is approved in compliance with article 178 of the Municipal Organic Regulation (ROM) and is based on articles 8 and 9 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, and article 8 of Law 26/2010, of August 3, on the legal regime and procedure of the public administrations of Catalonia. The General Secretariat is the governing body responsible for public faith and mandatory legal advice, and the council justifies the move for organizational reasons and to provide greater fluidity and speed to the complementary bodies and greater efficiency in the processing of administrative files.

A delegation regime in three blocks

The new scheme is structured into three levels: total delegation of competencies, partial delegation of competencies, and signature delegations. Total delegation is concentrated in the secretariats of the collegiate bodies of a complementary nature, autonomous bodies, and other municipal bodies; partial delegation is limited to the control of the preparation and original signature of notification documents; and signature delegations cover the certification of documents, contracts, reception acts, and proceedings.

The delegated secretaries must adjust their actions to articles 175 and following of the ROM, articles 8 and 9 of Law 40/2015, and article 8 of Law 26/2010, with supplementary application of articles 134 to 138 of Royal Decree 2568/86, of November 28. They may not sub-delegate competencies and must inform the General Secretariat of each exercise with copies of calls and minutes.

Delegated secretariats of commissions and bodies

The secretariats of the permanent and special informative commissions are transferred to municipal officials:

• Presidency, Economy and Interior: Jesús Chacón Murillo, head of the Secretariat, who also assumes the Secretariat of the Special Accounts Commission.
• Territory, Environment and Public Space: Ana Gayoso Díaz, head of the Municipal Regulations unit.
• Social and Community Policies: Núria Álvarez Fustes, technician of the General Secretariat.
• Architectural and Historical-Artistic Heritage: Juan Fernández Trabal, head of the Cultural and Bibliographic Heritage Management Area.

The delegation to Jesús Chacón Murillo for the Secretariat of the Municipal Broadcasting Institute of Cornellà de Llobregat is maintained. Secretariats are also delegated to Maria Inmaculada Salas Jiménez (Municipal Technical Committee for Activities), Mª Teresa Mateo López (Municipal School Council), Núria Álvarez Fustes (monitoring commission for the Regulation for the use of the Catalan language), Carmen Costafreda Roda (Local Security Plan), Eva Moreno Alcalde (Municipal Civil Protection Commission), Dolors Leyva Grasa (City Council), and Inmaculada Muñiz Rodríguez (Technical Table for Childhood).

Notifications, signature, and validity

The partial delegation, based on article 12 of Law 40/2015, assigns the control of notifications of mayoral decrees and agreements of the Plenary and the Local Government Board to fifteen officials, including Gemma Lucena Soliva, Mireia Ylla-Català Passola, Sonia Jiménez López, Narcís Soler i Parpal, Antonio Martín Civantos, Laura Pérez Gálvez, Mª Fuencisla Bolea Capistrós, Rosario Campos Felguera, César Romero García, Montserrat Acedo Acedo, David Calabuig Aracil, and Antonio Amenós Álamo. The procedure shall comply with articles 40 to 46 of Law 39/2015 and articles 56 and following of Law 26/2010.

The personnel selection bodies will have eight delegated secretaries: Pilar Perancho Medina, Sonia Jiménez López, Dolors Márquez Vázquez, Patricia Moreno Vizuete, Pilar Lorenzo Comino, Marc Villellas Ballestar, Neus Beltran Masgoret, and Sara Labrador Toribio. For juries, contracting boards, public draws, subsidies, and citizen participation processes, Jesús Chacón Murillo, Ana Gayoso Díaz, and Núria Álvarez Fustes are interchangeably designated.

The delegations are effective immediately and indefinitely, supersede previous ones on the same matters, and are revocable. In the event of the absence of the holders, the General Secretariat will decide whether to assume the competencies directly or transfer them to another official, without the need for a new decree or publication. The substitution granted to Ana Geréz García by written notice on November 9, 2022, is maintained.

The decree requires the signature block to include the delegation formula —p.d. for competencies and p.d.f. for signature— and the content to be published on the notice board, the municipal electronic office, and the provincial bulletin, in application of Law 19/2013 and Law 19/2014 on transparency. The document was signed in Cornellà de Llobregat on September 15, 2026.
