Cooperació opens the 30,000 euro call for technical resources for NGODs

The Department of Presidency, Coordination of Government Action and Local Cooperation has approved the call for grants to support the technical resources of non-governmental development organizations (ONGD) in the Balearic Islands for the year 2026, with a budget of 30,000 euros. The resolution, electronically signed by the counselor Antònia Maria Estarellas Torrens on September 22, 2026, is published in the Official Gazette of the Balearic Islands (BOIB) no. 120, of September 24, 2026, under number 9520 and BDNS identifier 930810. On the same day, Section V collects the summary of the call under number 9519.

The call is framed within Law 8/2023, of March 27, on cooperation for global transformation, and is governed by Decree 13/2026, of May 29, on the special regime for aid in the field of cooperation for global transformation (BOIB no. 68, of May 30, 2026), which expressly repeals Decree 15/2018, of June 8. It also responds to objective III.9.5 of the Strategic Grant Plan of the Autonomous Community of the Balearic Islands for the 2024-2026 financial years, approved by the Government Council Agreement of April 19, 2024.

The department justifies this line of funding based on the unequal dimension of the ONGDs: there are entities without the economic capacity to hire specialized technical personnel or to assume certain professional service expenses. The objective is for these entities to have financial support to carry out their functions.

Requirements to access the aid

ONGDs in the Balearic Islands that do not have stably contracted technical personnel may be beneficiaries. The requirements are:

• To be registered in the Register of ONGDs of the Balearic Islands, with a minimum seniority of two years since legal constitution and an effective presence in the islands.
• To not have stable technical personnel, neither at the headquarters nor at the delegation in the Balearic Islands, for at least the last year prior to publication.
• To have properly justified previous grants or aid from the Government of the Balearic Islands.
• To not be subject to reimbursement or sanctioning proceedings, nor to incur the prohibitions of article 10 of the Revised Text of the Grants Law and article 11 of Law 11/2016, of July 28, on equality between women and men.

Amounts, deadline and granting regime

The maximum amount of the call is €30,000.00, charged to budget item 11501 232A01 48000 00 of the general budgets of the Autonomous Community extended for the year 2026. Each entity may submit only one application and the maximum requestable amount is €3,500.00.

• Submission deadline: twenty business days from the day following the publication in the BOIB.
• Submission method: specific electronic procedure on the website of the Directorate General for Immigration and Development Cooperation (dgcooper.caib.es); no other electronic means are accepted.
• Regime: non-competitive, with resolution in strict order of submission until the credit is exhausted.
• Correction of defects: ten business days; if not done, the file will be archived.

The published extract reflects the same figure of €30,000.00, although the literal expression in words says “fifty thousand euros”, a discrepancy that does not appear in the text of the resolution.

Eligible expenses and justification

Expenses for external professional services attributable to activities such as accounting management, communication and visibility, the formulation and justification of projects, or the preparation of strategic plans, as well as the maintenance of websites and computer applications linked to the activity, are eligible for subsidies, up to a limit of €3,500.00.

Excluded are expenses for the rental or maintenance of the registered office, energy supplies, insurance, municipal taxes and fees, protocol expenses, the recruitment of members or volunteers, sponsorship, merchandising, debit interest, and expenses for legal proceedings.

Expenses must have occurred between January 1, 2026, and June 30, 2027, and the justification, via a justification account with a numbered list of invoices, ends on September 30, 2027. Payment is made in full as a one hundred percent advance, without guarantees.

Processing and appeals

The procedure is initiated ex officio with the publication of the call, and the competence to instruct it corresponds to the Director General for Immigration and Development Cooperation, while the resolution is the responsibility of the Counselor. Grant and denial resolutions must be published on the website dgcooper.caib.es within a maximum period of six months from the submission of the applications.

Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of the Balearic Islands within two months.

The call arrives with a limited budget and a strictly temporal criterion: whoever submits the complete application first will have priority until the 30,000 euros are exhausted. For small NGOs without their own technical structure, these grants of up to 3,500 euros are a way to finance the management, communication, and justification of projects that they would otherwise have to assume with their own resources.
