The Vice-Comptrollership of the Zaragoza City Council is called for free appointment

The Official Gazette of Aragon number 173, dated September 7, 2026, publishes Order VFL/1282/2026, dated August 25, which publicizes the Decree of August 18, 2026, of the Delegated Department of Personnel of the City Council of Zaragoza, calling for the definitive provision of the job position of Vice-Comptroller, 1st class, through the system of free appointment. The position is reserved for Local Administration officials with national qualification.

The call is framed within the provision regime for positions reserved for officials with national qualification, regulated in article 92 bis.6 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and in article 46.2 of Royal Decree 128/2018, of March 16. The publication corresponds to the Department of Housing, Development, Logistics and Territorial Cohesion of the Government of Aragon, which exercises executive competencies over these officials in accordance with Decree 342/2001 and Decree 129/2026, of July 22.

Position Characteristics

The called position is assigned to the Comptroller-Treasury Subscale, superior category, and presents the following characteristics:

• Corporation: City Council of Zaragoza.
• Denomination: Vice-Comptroller, 1st class, Comptroller-Treasury, superior category.
• Destination supplement level: 30.
• Specific supplement: €59,851.40/year.

Requirements and Merit Assessment

To apply, it is essential to be integrated into the Comptroller-Treasury Subscale, superior category, in accordance with the current Job Position List of the City Council of Zaragoza and the fourth additional provision of Royal Decree 128/2018, and not to be in the situations provided for in sections a), b) and c) of article 36.2 of said regulation. The requirements must be met on the date the application submission period ends.

The assessment will take into account, duly documented, the following aspects:

• Accredited experience in positions reserved for officials with national qualification of the Comptroller-Treasury Subscale, superior category, or in technical or managerial positions in large population municipalities.
• Experience in reserved positions of the same subscale and category in other municipalities, or in technical or managerial positions of other territorial administrations.
• Specific and complementary training within the scope of competence of the position.

During the process, resumes will be analyzed and a curricular interview may be conducted with candidates to verify their suitability.

Applications, Appointment and Appeals

Applications, addressed to the Delegated Department of Personnel, shall be submitted through any of the registries provided for in Article 16.4 of Law 39/2015, of October 1, indicating the personnel registration number, administrative status, and the position held. Merits will be calculated up to the final day of the submission period.

Once the period has concluded, the Department shall issue a reasoned resolution within one month and appoint the most suitable candidate, reporting to the Plenary and forwarding the resolution to the General Directorate of Local Administration of the Government of Aragon and the Ministry for Digital Transformation and the Civil Service for its recording and publication in the Official State Gazette. Against the rules, which are final in administrative proceedings, an appeal for reversal may be filed within one month or a contentious-administrative appeal before the Contentious-Administrative Court of Zaragoza within two months, counted from the publication of the summary in the BOE.
