The procurement management position of the Miguel Servet Hospital has been called for appointment by free designation

The Management of the Zaragoza II Sector has called for the provision, through the system of free appointment, of the vacant position of Head of the Purchasing Group within the organic staff of the “Miguel Servet” University Hospital. The call is formalized by the Resolution of August 7, 2026, published in the Official Gazette of Aragon number 166, dated August 27, 2026 (official reference BOA20260827006).

The call is issued in exercise of the competence attributed in article 71.1 of Decree 37/2011, of March 8, of the Government of Aragon, regarding the selection of statutory personnel and the provision of positions in the centers of the Aragonese Health Service. The position is organically assigned to the Directorate of Management and General Services of the Zaragoza II Sector and functionally to the Sub-directorate of Economic-Administrative Management and the Head of the Contracting and Supplies Service.

Position Characteristics

The called position has a destination supplement level of 19, with morning and/or afternoon shifts, and temporary performance subject to periodic evaluation. Remuneration will be those corresponding to the statutory personnel of the position, and the causes for termination are governed by article 60 of Decree 37/2011.

Key functions include:

• Collaborating with the Section Head in the organization, coordination, and control of the assigned administrative staff.
• Organizing the daily work of the group and distributing tasks among its members.
• Reviewing purchase requests from various services and correcting errors before processing.
• Managing purchase requests daily and resolving incidents in the use of Serpa.
• Controlling the corporate email account and updating supplier data in Serpa.
• Receiving and updating supplier offers for direct purchases and communicating deviations in contracts.
• Training new personnel and resolving doubts for group members.

Requirements and Applications

Permanent statutory personnel, career civil servants, or permanent contractual staff serving within the scope of the Aragonese Health Service, in Management and Services categories classified in Subgroups C1 or C2, may participate, provided they meet the general requirements of article 30.5 of Law 55/2003, of December 16, of the Framework Statute of statutory personnel of health services.

Temporary staff who meet these requirements and provide services within the staff of the “Miguel Servet” University Hospital may also apply, although the proposal may only fall upon temporary staff when the absence of a suitable applicant among the permanent staff is justified. Applications, according to the model in Annex I, shall be submitted to the Registry Units of the Government of Aragon or through the means specified in article 16.4 of Law 39/2015, accompanied by supporting documentation and a brief curriculum vitae.

Selection and resolution

The process will be evaluated by a Selection Committee, whose composition will be determined by a resolution of the Management of the Zaragoza II Sector in accordance with article 73 of Decree 37/2011 and will be published on the Sector’s notice board, on the ground floor of the hospital next to the registry. The Committee will verify the requirements and submit the proposal for the most suitable person, and may request clarifications or conduct personal interviews.

The deadline for submitting applications is fifteen business days from the day following the publication in the Official Gazette of Aragon. The Management of the Zaragoza II Sector must issue the final resolution within a maximum of six months, and the provision may be declared void; once this period has elapsed without a resolution, the applications will be understood as rejected by administrative silence. An administrative appeal (recurso de alzada) may be filed against the resolution before the Management Directorate of the Aragonese Health Service. The resolution is signed by the Manager of the Zaragoza II Sector, Patricia Palazón Saura.

Filling this head position is key to the economic-administrative management of one of Aragon’s main hospitals, as the position centralizes the processing of orders, supplier management, and the control of the center’s supplies. The call opens an opportunity for internal promotion for the Management and Services staff of subgroups C1 and C2 of the Aragonese Health Service.
