Agreement for Vocational Training students to train at the Digital Transformation Agency

The Regional Ministry of Education, Culture and Sports and the Digital Transformation Agency of Castilla-La Mancha have signed a collaboration agreement so that Vocational Training students may complete their training period in a company or equivalent organization within the centers and public bodies dependent on the agency. The agreement, signed in Toledo on July 23, 2026, was published in the Official Gazette of Castilla-La Mancha (DOCM) number 177, dated September 15, 2026, via the Resolution of 07/09/2026 of the General Secretariat, which orders its publication in compliance with article 7.1 of Decree 315/2007, regulating the General Registry of Agreements.

The agreement is signed, on one hand, by Amador Pastor Noheda, Regional Minister of Education, Culture and Sports, and, on the other, by Juan Alfonso Ruiz Molina, Regional Minister of Finance, Public Administrations and Digital Transformation, in his capacity as president of the agency. The publication is handled by the general secretary, Inmaculada Fernández Camacho.

A Regulatory Framework for Dual VT

The agreement is framed within Organic Law 3/2022, of March 31, on the organization and integration of Vocational Training, which establishes that all VT offerings for grades C and D will be dual in nature and will incorporate a training phase in a company or equivalent organization, whether public or private. It is also supported by Royal Decree 659/2023, of July 18, which allows this training to be carried out in Administration centers when the professional competencies of the offering fall within their scope of activity.

For its part, Law 1/2024, of March 15, creating the Digital Transformation Agency, assigns to this body the planning of the digital strategy, the management of information technologies, corporate communications, and cybersecurity, the areas in which the training placements will be developed.

Commitments of the Parties

The agency commits to providing facilities and equipment, collaborating in the development of the training period, and offering placements preferentially to students from centers supported by public funds. The regional ministry assumes responsibility for admission and enrollment, the training of dual tutor personnel, and the centralized management of Social Security obligations.

  • The relationship between the students and the agency will be purely educational, without an employment link or the substitution of job positions.
  • No economic compensation from the regional ministry nor remuneration for the students is foreseen.
  • Each person in training will have a dual tutor at the agency and another at the educational center.
  • An individual training plan will be developed, signed by both parties and the person in training.

Validity and Monitoring

The agreement shall have a duration of four years from its signing, extendable for another four by mutual agreement. For its control, a coordination and monitoring commission is created, composed of two representatives from each party, which must meet at least once a year, preferably in the second quarter of the school year.

The adhesion of each educational center and workplace will be formalized through an individualized agreement according to the model in Annex I, which will be integrated into the student management application for companies of EducamosCLM.

Relevance for the educational community

The agreement expands the offer of dual vocational training (FP) places in the regional public sector, allowing students from public centers in Castilla-La Mancha to train in a real technological environment linked to digital administration. This reinforces the alignment of the training offer with the productive fabric and the professional profiles demanded by the region’s digital transformation.
