Decree-law on Chambers of Commerce and street vending validated

The Plenary of the Assembly of Extremadura has validated Decree-Law 3/2026, of July 28, on extraordinary and urgent measures aimed at adapting regional regulations regarding the Official Chambers of Commerce, Industry and Services of Extremadura to basic state regulations, as well as facilitating the exercise of itinerant trade. The validation was made public through the Resolution of September 4, 2026, of the Presidency of the Assembly, published in the Official Gazette of Extremadura No. 174, of September 9, 2026 (reference 2026062303).

A decree-law processed via urgent procedure

The text was approved by the Governing Council of the Junta de Extremadura at its meeting on July 28, 2026, and forwarded to the Chamber for parliamentary processing. Following the debate and the overall vote held in the plenary session on September 4, 2026, the decree-law was validated with the text presented by the Junta, which had already been published in the Official Gazette of Extremadura No. 149, of August 4, 2026.

The processing complies with the provisions of paragraph 3 of article 33 of the Statute of Autonomy of the Autonomous Community of Extremadura, reformed by Organic Law 1/2011, of January 28, and article 192 of the Chamber Regulations.

Purpose of the regulation

The decree-law pursues a dual objective:

• To adapt the regional regulations of the Official Chambers of Commerce, Industry and Services of Extremadura to basic state regulations, updating the regulatory framework of these public law corporations.
• To facilitate the exercise of itinerant trade, with simplification and streamlining measures that directly affect companies and merchants throughout the region.

The publication of the decree-law is ordered by the President of the Assembly of Extremadura, Manuel Naharro Gata, by virtue of the powers conferred upon him by the Chamber Regulations. The text is published in the terms certified by the First Secretary of the Assembly, Ms. Beatriz Muñoz Rodríguez, dated Mérida, September 4, 2026.

The validation consolidates a regulatory framework that affects the chamber corporations of Extremadura and itinerant trade operators, a sector with a strong presence in the community.
