Seville Firefighters Consortium restructures staff and creates new positions

The General Assembly of the Consortium for Prevention, Fire Extinguishing and Rescue of the Province of Seville adopted, at its ordinary session held on July 13, 2026, the agreement for the initial approval of the modification of its Staffing List and budget workforce corresponding to fiscal year 2026. The full content of the agreement was published in the Official Bulletin of the Province of Seville, No. 159, of August 18, 2026, in the Local Administration section, with the official reference CVE: BOP-SE-2026-159024. The document was electronically signed by the Deputy General Secretary, María García De Pesquera Tassara, on August 13, 2026.

The reform responds to a comprehensive reorganization of the public body responsible for prevention, fire extinguishing and rescue throughout the entire provincial scope of Seville. The initially approved modification includes the creation of positions, transformations through reclassification, changes of designation and amortization of obsolete posts, both in the operational staff sphere (firefighters and inspectors) and in administration. The agreement is subject to a 15-day public exhibition period, during which interested parties may examine the content and submit claims or suggestions to the General Assembly of the Consortium.

Creation of operational positions: the bulk of the reform

The annex to the agreement contemplates the direct creation of 57 operational staff positions and posts, distributed among the following bodies:

  • 2 Intendant positions (Group A, Subgroup A1, NCD 27), with access through Internal Promotion and, subsidiarily, open Competitive Examination.
  • 2 Officer positions (Group A, Subgroup A2, NCD 25), also through Internal Promotion.
  • 9 Inspector positions (Group B, NCD 20), requiring a Higher Technician qualification in Emergency Coordination and Civil Protection.
  • 4 Sub-inspector positions (Group B, NCD 19).
  • 6 Crew Chief positions (Group C, Subgroup C1, NCD 18).
  • 25 Firefighter positions (Group C, Subgroup C1, NCD 17), with access through open Competitive Examination.
  • 5 Second Activity Firefighter positions and 5 Second Activity Crew Chief positions, both in Group C, Subgroup C1.

To these are added 290 positions created through reclassification: 8 Sub-inspectors, 75 Crew Chiefs and 207 Firefighters, all in Group B or C of the Special Administration scale, Special Services Subscale. Access to these reclassified positions will preferably be through Internal Promotion and, subsidiarily, through open Competitive Examination.

Administrative reorganization and key posts

In the administrative sphere, the agreement provides for the creation of 11 newly established positions and posts:

  • 2 General Administration Technicians (Group A, Subgroup A1), with access by assignment from consortium member Administrations.
  • 1 Head of the Financial Economic Service and 1 Head of the Contracting and Grants Service, both in Group A, Subgroup A1, with availability and paid responsibility.
  • 1 Social Graduate (Group A, Subgroup A2), assigned to the Human Resources and Legal Personnel Regime Area.
  • 3 Administrative Assistants (Group C, Subgroup C2) and 1 General Services Staff Member (Group E).
  • 2 Drivers (Group C, Subgroup C2), with C and C+E licenses.

In addition, the reform transforms or modifies strategic positions: the position of Operational Systems Chief is reclassified as Intendant; the position of Central Park Chief is elevated to Subinspector; the position of Services Chief is renamed Coordinator of Operational Services, with a new specific availability allowance of €8,759.76; and the position of General Services Chief is renamed Head of Human Resources Services.

Position amortizations

To finance the restructuring, the agreement amortizes several existing posts and positions, including notably:

  • The position of Sergeant and the post of Logistics Chief.
  • One Zone Inspector position.
  • Firefighter Officer and Non-Commissioned Officer posts.
  • The position of Industrial Engineer and the post of Services Inspector.
  • Two positions of First-Class Mechanic Driver Officer.
  • Posts of Payroll and Schedule Management Technician, and of Service Chief.

Objection period and final approval

The agreement is subject to a 15-day public information period, counted from publication in the BOP and on the e-Notice Board. If no claims are submitted during that period, it will be considered definitively approved. Otherwise, the General Assembly will have one month to resolve them, in accordance with Article 126 of Royal Legislative Decree 781/1986 of 18 April, and Article 169 of Royal Legislative Decree 2/2004 of 5 March. The final approval agreement must be published in the BOP and on the Transparency Portal and communicated to the State and Regional Administrations within a maximum period of 30 working days.

This reorganization represents the largest expansion of the workforce of the Consortium for Fire Prevention, Extinction and Rescue of the Province of Seville in recent years, with more than 340 new operational posts that will directly affect the emergency response capacity throughout the province, in addition to reinforcing the organization’s administrative and internal management services.
