Conquista aprueba la ordenanza definitiva que regula el servicio de auto-taxi

The Conquista City Council has definitively approved the municipal ordinance regulating the urban public passenger transport service by taxi, after the 30-day public information period concluded without suggestions or claims. The announcement is published in the Official Gazette of the Province of Córdoba on Tuesday, October 13, 2026 (No. 198, page 14807), with the official reference BOP-A-2026-3343, and is signed by the mayor-president, Enrique Guillena Chico, on September 30, 2026.

The initial approval was published in the same gazette on May 12, 2026. Following the one-month period provided for in Article 49 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, without any allegations, the initial agreement is understood to be definitively approved, according to the municipal announcement.

The text is approved under the competencies of Law 5/2010, of June 11, on Local Autonomy of Andalusia, and refers to Law 2/2003, of May 12, on the Regulation of Urban and Metropolitan Passenger Transport in Andalusia (LOTVA) and Decree 35/2012, of February 21, which approves the Regulation of Public Passenger Transport Services in Tourism Automobiles, as amended by Decree 84/2021. The ordinance is structured into 40 articles divided into seven titles.

Single, indefinite, and transferable license with authorization

  • The municipal license shall be of a single category, called a taxi license, and shall be granted for an indefinite period, conditioned upon the continued fulfillment of requirements and an annual visa.
  • It shall be issued to a natural person, who may not hold other taxi licenses or intercity transport authorizations, and shall be linked to a specific vehicle.
  • Transfer requires municipal authorization; the administration has two months to exercise the right of first refusal, which does not apply to direct descendants or ancestors.
  • In mortis causa transfers, the holder must be a natural person who meets the driving requirements within a maximum of thirty months from the date of death; the license may be suspended for up to twelve months.
  • The suspension of the license may be granted for a maximum period of five years and not less than six months.

Vehicle requirements and accessibility

  • Capacity of fewer than nine seats, including the driver, with a minimum of four doors and a 330-liter trunk.
  • Badge featuring the municipal coat of arms of Conquista and the license number visible on the exterior, with figures five centimeters in height.
  • Visible taximeter and approved and sealed light module, with an invoice printer; municipalities with fewer than 10,000 inhabitants may be exempt from the taximeter if they establish fixed rates per trip.
  • Maximum age of twelve years from the first registration, extendable to fourteen for adapted vehicles and those with 0 or ECO labels.
  • At least 5% of the licenses must correspond to adapted vehicles, in accordance with Annex VII of Royal Decree 1544/2007, of November 23.

Rights and duties of drivers and users

  • Drivers may refuse service in cases of suspected illegal purposes, risk to persons or the vehicle, passengers in a state of intoxication or poisoning, or repeated non-payment.
  • They must provide the requested service, provide a receipt with the route, date, rate, and license number, and currency exchange for up to 20 euros.
  • Users may choose the itinerary, demand compliance with the driver’s obligations, and pay in cash, by card, or by electronic means; vehicles must carry a card reader.
  • Complaints and claims will be processed according to the regional model and may be resolved through the Transport Arbitration Board.

Fines of up to 2,760 euros and appeal before the TSJA

  • Minor infractions: warning or fine of up to 270 euros.
  • Serious infractions: from 270.01 to 1,380 euros.
  • Very serious infractions: from 1,380.01 to 2,760 euros.
  • Voluntary payment within 15 days following notification reduces the fine by 50% and ends the procedure.
  • The ordinance will enter into force once its full text is published in the Official Provincial Gazette and the period specified in article 65.2 of Law 7/1985 has elapsed. An administrative appeal may be filed against the agreement before the Administrative Chamber of the High Court of Justice of Andalusia within two months.

The regulation provides Conquista with its own framework for an essential service in a small municipality, where the possible taximeter exemption and the setting of rates per trip condition the daily activity of the sector. For residents, the text consolidates specific rights—choice of itinerary, card payment, complaint forms, and assistance for people with disabilities—and for license holders, a regime of licenses, visas, and sanctions that until now depended on regional regulations.
