Plot competition in Argoños for replacement housing

The Ministry of Development, Housing, Territorial Planning and Environment of the Government of Cantabria has announced a public tender for the acquisition, for consideration, of a real right of option to purchase one or several plots in the municipality of Argoños, intended for the construction of replacement housing. The call is published in the Official Gazette of Cantabria number 176, dated September 11, 2026, with reference CVE-2026-7109, and the specifications were approved by the counselor on September 7, 2026.

Object and Background

The tender responds to the agreements signed between the owners of several urbanizations in Argoños and the Government of Cantabria for the conventional termination of the liability proceedings derived from the judgments issued by the Administrative Litigation Chamber of the High Court of Justice of Cantabria in appeals 1993/1998, 1199/1998, and 1850/1998. The acquisition of the plots is funded by the Demolition Fund of the Government of Cantabria, a fund lacking legal personality created by Cantabria Law 5/2019, of December 23, and managed by GESVICAN.

The need for contracting is justified in the report issued by the General Directorate of Urbanism and Territorial Planning on July 2, 2026, which estimates at 69 the maximum number of replacement homes needed for those affected by the demolition orders in the La Llana I and Pueblo del Mar urbanizations.

Figures and Budget

The estimated purchase and sale budget for the plots amounts to 4,070,509.41 euros (excluding taxes), while the maximum tender budget for the option to purchase is 203,525.47 euros, equivalent to 5% of the former. The repercussion price per home is estimated at 58,992.89 euros, calculated based on an average size of 95.90 m² and a repercussion value of 615.15 €/m²c according to the market study by EUROVAL.

Requirements and Award Criteria

The offered plots must be located in Argoños, classified as consolidated urban land with single-family residential use, free of buildings and encumbrances, and with a minimum density of 11 homes per plot. The evaluation of the proposals will be carried out with a maximum of 100 points:

Price: up to 65 points.
Possibility of constructing a greater number of homes: up to 35 points.

The deadline for submitting proposals is fifteen (15) calendar days from the day following the publication of the announcement in the BOC, via the General Electronic Registry or, for natural persons, at the offices of the Directorate General for Urbanism and Territorial Planning in Santander. The contracting board, chaired by the Director General of Urbanism, will be constituted in a public act at 11:00 AM on the first business Thursday following the close of the deadline.

This call for proposals represents a decisive step toward complying with the demolition judgments affecting the owners of the Argoños urbanizations, allowing for the immediate construction of replacement housing funded by the Demolition Fund. For plot owners in the municipality, the tender opens a sales channel to the Government of Cantabria, while for the local housing market, it represents the materialization of a judicial commitment pending for decades.
