Merit-based competition for eight head positions in the Soria City Council

The Soria City Council has announced a merit-based competition to fill eight General Administration Technician positions, corresponding to section head roles, through a merit competition system. The call, executing the agreement of the Local Government Board adopted in the ordinary session of August 7, 2026, is published in the Official Gazette of the Province of Soria number 96, dated August 19, 2026 (official reference BOPSO-96-19082026).
The positions are aimed at career civil servants of the City Council itself from Subgroup A1, General Administration Scale, Technical Subscale, in active service, special services, leave for family care, or other statuses that grant the right to participate. The call is framed within Chapter IV, section nine, of the Agreement for the civil service personnel of the City Council, and will allow for the definitive assignment of the technicians proposed by the Selection Board of June 9, 2026.
Vacancies announced
The competition covers eight vacant positions, mostly section heads from various municipal areas:
- F2.1A-01 Head of the Heritage and Forests Section.
- F2.2A-01 Head of the Service Organization and Quality Section.
- F2.2-02 General Administration Technician.
- F3.1-02 Head of the Budgetary Analysis, Planning, and Monitoring Section.
- F3.3-01 Head of the Tax and Financial Management Section.
- F4.1A-02 Head of the Legal Service for Architecture and Urban Discipline Section.
- F4.1B-01 Head of the Legal Service for Urban Programs Section.
- F2.1B.2-01 Head of the OMIC (Municipal Consumer Information Office) Section.
Deadline and procedure
Applications shall be addressed to the Mayor’s Office-Presidency and submitted through the Electronic Office of the Soria City Council within ten business days starting from the day following the publication of the announcement in the BOP. Once the deadline has expired, the Mayor’s Office will issue a resolution within ten business days with the provisional list of admitted and excluded candidates, opening a new ten-day period for corrections.
The assessment will be carried out by a technical Assessment Commission, whose members must belong to bodies or scales with a qualification group equal to or higher than that required. The Commission will propose the candidates with the highest scores, and the result will be displayed on the notice board and in the electronic office for ten business days for claims.
Assessment criteria
Merits are scored according to the City Council Public Employees Agreement published in the BOP on January 14, 2015:
- Recognized services: 0.15 points per year, up to a maximum of 6 points.
- Academic training related to the position: up to 5 points.
- Extra-academic training (courses, seminars, congresses): up to 2 points.
- Permanent destination or consolidated personal grade: up to 2 points.
- Performance in the same municipal unit or area: up to 2 points.
The award resolution will indicate the date of taking office, set at three days. Against the call, which exhausts the administrative route, an appeal for reversal may be filed before the Mayor’s Office within one month and, subsequently, a contentious-administrative appeal before the Contentious-Administrative Court of Soria. The announcement is signed by the mayor, Javier Antón Cacho, on August 14, 2026.
The call represents an opportunity for internal promotion for the technicians of the Soria City Council, who will be able to consolidate their careers in positions of responsibility for patrimonial, budgetary, tax, and legal management, in a process that reinforces the stable provision of section headships within the Soria local administration.
