Merit-based competition for the management leadership position at Virgen del Mar

The General Directorate of Personnel of the Andalusian Health Service has announced, through a merit-based competition system, the filling of the intermediate management position of Head of Management and Services Group for the Virgen del Mar Clinical Management Unit, in the Primary Care Health District of Almería. The call is formalized in the Resolution of August 17, 2026, published in the Official Gazette of the Government of Andalusia (BOJA) number 161, of August 20, 2026, on page 11171.
The resolution, which exhausts administrative remedies, is issued under Decree 132/2021, of April 6, which regulates the system for filling management positions and intermediate roles in the health centers of the Andalusian Health Service, and Decree 197/2007, of July 3, regarding the structure and operation of primary care services. The signature corresponds, acting as a substitute, to the Director General of Digital Health and Technological Infrastructures, Ismael Vargas Pina.
The position and its requirements
The announced position is categorized within the statutory classification group of Management and Services, with professional scale C1/C2, and its remuneration will be those established in the current regulations of the Andalusian Health Service. Those previously linked to the National Health System as permanent statutory personnel, career civil servants, or permanent contractual staff may participate.
Applicants must meet, among others, the following requirements:
- Possess Spanish nationality, nationality of a member state of the European Union or the European Economic Area, or the right to free movement of workers.
- Hold the academic qualification that enables groups C1/C2.
- Be at least 18 years old and not exceed the compulsory retirement age.
- Provide accreditation of the specific occupational risk prevention course for intermediate management.
- Not have been dismissed from service nor be disqualified from exercising public functions.
Selection process in two phases
The process will be evaluated by a Selection Commission chaired by the head of the Management Directorate of the Primary Care Health District of Almería, and will consist of two phases:
- Curricular and professional competence evaluation, with a maximum score of 60 points; candidacies that do not reach 40% of the minimum score will be rejected.
- Presentation and defense of the Management Project, in a public act, with a maximum score of 40 points, in which the team vision, SWOT analysis, service portfolio, and resource management will be assessed.
Applications shall be submitted through the Electronic Window for Professionals (VEC) of the Andalusian Health Service, within a period of ten business days starting from the day following the publication in the BOJA. Failure to provide the Management Project shall be grounds for exclusion from the procedure.
Appointment and appeals
Following the evaluation, the Management Directorate of the center will issue a provisional resolution and, once the allegations have been resolved, the final resolution, proceeding to the appointment of the person who obtains the highest score. An optional appeal for reversal may be filed against the call resolution within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Seville within two months.
The filling of this leadership position is key for the health management of the Almería district, as the designated person will assume the planning, execution, and control of the unit’s multiprofessional teams, aimed at achieving the healthcare and management objectives set by the Department competent in health matters.
