Merit-based competition for two Employment Management Technician positions

The Regional Ministry of Economy, Finance and Employment of the Community of Madrid has approved a public call to fill, through a merit-based competition procedure, two vacant job positions reserved for career civil servants. The order, signed on August 7, 2026, is published in the Official Gazette of the Community of Madrid number 196, dated August 18, 2026, and will enter into force the day following its publication.
The call is based on article 49.1 of Law 1/1986, of April 10, on the Public Service of the Community of Madrid, and on the competence attributed by its article 49.2. The procedure is also governed by Law 4/1989, of April 6, on the filling of positions reserved for civil servants, and by orders 923/1989 and 2094/1990, which regulate the general bases for merit competitions and free appointment.
The advertised positions
The two offered destinations correspond to the category of Management Technician, assigned to Group B, with a destination supplement level of 24 and a specific supplement of 12,347.40 euros per year. Both are located in the General Directorate of Labor, within the Sub-directorate General of Labor Relations and Collective Bargaining, in the Collective Bargaining Area, based in Madrid with a morning shift.

The merits evaluated include experience in the preparation of legal reports and data exploitation in labor regulations, management of electronic files and processing of corrections and notifications, use of corporate applications such as REGCON, E-REG, INSIDE or SEDO, and providing attention and information to the public, trade union organizations, and business associations.
Requirements and participation
Career civil servants who, on the date the call enters into force, are in active service, in special services, or wish to rejoin may participate. Those in active service must prove at least two years since taking possession of their last definitive destination, except for exceptions provided for in the regulation.
- Civil servants on voluntary leave for personal interest or family grouping may participate if they have been in that situation for more than two years.
- Those coming from suspension must have completed the suspension period.
- The requirements must be maintained until the resolution of the procedure.
Deadline and processing
Applications shall be submitted electronically through the electronic office of the Community of Madrid, addressed to the Technical General Secretariat of the Ministry, within a period of fifteen business days from the entry into force of the order. The order of preference may be indicated when applying for several positions.
Following the assessment, the provisional list of admitted and non-admitted candidates will be published on the notice boards, against which appeals may be filed within a period of ten business days. Positions cannot be declared vacant if any contestant achieves a minimum score of 10 points. The order, which exhausts administrative remedies, is signed by delegation by the Deputy Director General of Legal Regime and Regulatory Development, Marina Serrano Álvarez.
This call opens a channel for internal mobility for the civil service personnel of the Community of Madrid, allowing access to specialized positions in the field of labor relations and collective bargaining.
