Open tender to lease 67,786 square meters of estates in Ponferrada

The Neighborhood Council of Santo Tomás de las Ollas has opened a public tender for the lease of two rural properties under its ownership located in polygon 24 of Ponferrada, with a combined area of 67,786 square meters. The specifications of economic and administrative clauses were approved in an ordinary session on August 17, 2026, and are published in the Official Gazette of the Province of León no. 179, dated September 18, 2026 (reference BOP-LE-2026-179023). The base tender budget amounts to 23,595 euros, and the contract will have a non-renewable duration of five years.

The announcement is signed by the village mayor, Carlos Fernández Fernández, and spans pages 52 to 66 of the provincial gazette. The Neighborhood Council acts as the contracting body for assets classified as patrimonial, without an assigned use, in the Tollar area, within the municipality of Ponferrada. The contract is classified as private in accordance with Article 9 of Law 9/2017, of November 8, on Public Sector Contracts, and its award is governed by Article 107.1 of Law 33/2003, of November 3, on the Heritage of Public Administrations.

Two patrimonial plots in the Tollar area

The object of the contract consists of two rural properties inventoried by the Neighborhood Council, both in polygon 24:

• Plot 434, with 41,134 square meters, cadastral reference 2411A024004340000FT.
• Sub-plot of 26,652 square meters integrated into the parent plot 312, cadastral reference 24118A024003120000FK.

Both are listed as patrimonial assets without use, with georeferenced perimeter delimitation included in a document annexed to the specifications. The tender is published in the B.O.P. to ensure transparency and public access to contractual information, according to the third clause of the specifications.

Budget, rent, and duration

The base tender budget is 23,595 euros, calculated based on an annual rent of 4,719 euros, equivalent to 393.25 euros per month. This amount exceeds the average market value estimated by the Municipal Technical Services and may be improved upwards by the bidders. The rent will be updated annually according to the annual variation of the Consumer Price Index.

The specifications allow for two forms of payment:

• Payment of rent in cash via bank transfer to any of the accounts owned by the Neighborhood Council.
• Compensation of payment through the execution of the works detailed in the annexed report, which must be completed within a period not exceeding twelve months from the signing of the contract.

Submission of bids and award criteria

The submission period is fifteen calendar days starting from the day following the publication of the tender notice in the contractor profile. Bids must be delivered by hand to the headquarters of the Junta Vecinal, at calle Entambasaguas number 25, between 4:00 PM and 8:00 PM, as the entity does not have electronic means for the bidding process. The specifications may be collected from 9:00 AM to 1:00 PM, Monday to Friday, at the Centro Cívico de Santo Tomás de las Ollas, during the fifteen days following the publication in the bulletin.

Each bidder may only submit one offer, in two sealed envelopes: envelope “A”, containing the administrative documentation, and envelope “B”, containing the economic proposal and the automatically quantifiable documentation. The evaluation is based on a plurality of criteria focused on the best value for money:

• Offered amount, in cash or as compensation for works: up to 70 points.
• Execution period of the works: up to 30 points, with the maximum score for those who complete them in four months or less, and 15 points between four months and one day and eight months.

Contracting Board, bond, and formalization

The Contracting Board will be the Junta Vecinal itself and will be constituted on the third business day following the closing of the bid period, at 7:00 PM, to open envelope “A” and, subsequently, envelope “B”. The successful bidder must provide a cash bond equivalent to one monthly payment and prove, within ten business days, that they are up to date with their tax and Social Security obligations. The award will be notified and published in the contractor profile, and the formalization of the contract in an administrative document will take place within a maximum of fifteen business days from the notification, with subsequent elevation to a public deed at the expense of the successful bidder.

The operation is of interest to farmers and companies from Bierzo, as it puts nearly 6.8 hectares of rustic land in the surroundings of Ponferrada into circulation with a stable five-year contract and the possibility of paying the rent through works. Furthermore, the procedure requires the Junta Vecinal to publish the tender and the award in the contractor profile, allowing the result of the competition to be tracked and the final farm to be identified in the Tollar area.
