Social contract of 516,387.10 euros to care for unprotected minors in Vigo

The Department of Social Policy and Equality announces, through the social agreement allocation procedure, the execution of the Outpatient Intervention Program for children and adolescents in situations of social difficulty and lack of protection, with procedure code BS214D. The call is published in the Official Gazette of Galicia (DOG) no. 212, dated November 5, 2026, in section III (Other provisions), under the official reference CVE-DOG: 4zfb8o11-vze0-yr31-izq5-kb9646pp80l6. The resolution is dated October 22, 2026, and is signed by the regional minister Fabiola García Martínez.

Regulatory Framework and Budget

The call bases its authorization on Decree 229/2020, of December 17, which develops the regime of social agreements in the Autonomous Community of Galicia. Until now, as acknowledged by the file itself, outpatient intervention programs have been developed through a service contract; the new figure allows the application of the social agreement to programs managed by the public entity for the protection of children and adolescents.

Outpatient care is provided for in Decree 192/2015, of October 29, which defines the Social Services Portfolio for family, childhood, and adolescence, and in point 2.5.3 of its annex, referring to the therapeutic care service. The justification of public interest is based on the fact that the own direct management facilities are insufficient and that the service is currently provided by a private non-profit entity through a public service management contract.

• Maximum amount of the agreement: 238,329.67 euros (VAT included) for the 2026-2027 period.
• Estimated value, including modifications and extensions: 516,387.10 euros.
• Annual payments with VAT: 10,662.23 euros in 2026 (half a month) and 227,667.44 euros in 2027 (ten months).
• Extensions with VAT: 45,533.49 euros (two months of 2027) and 94,820.71 euros (four months of 2028).
• Budgetary application: 08.02.312B.228 of the 2026 regional budgets.

Vigo, 90 users per year and a team of eight professionals

The scope of execution is the province of Pontevedra, specifically the city of Vigo, where the awarded entity must have the facilities. The estimated number of users to be attended to per year is 90, generally aged between 9 and 18 years, although care may continue or be resumed up to 21 years, including families as part of the therapeutic process.

The program may reserve up to 10% of the places for minors without an open file at the Child Protection Service, referred by other social agents. The intervention team will consist of three general health psychologists and two part-time psychologists, in addition to a specialist in sexual education and another in non-substance addictions, with a program coordinator. The intervention has a general duration that should not exceed twelve months.

The recipients are minors with issues such as psychopathological disorders, antisocial behaviors, maladjustment or violence in school, social, and family environments, onset of risk behaviors due to drug use, attachment problems in foster care or adoption, and the commission of crimes between the ages of 12 and 14.

Requirements, deadlines and evaluation criteria

The agreement will be assigned to a single entity, which must apply for all the offered places. Applications must be submitted electronically through the Xunta de Galicia’s electronic office, within a period of one month starting from the day following the publication of the resolution in the DOG.

• Registration in the Single Registry of social service providing entities of the Autonomous Community.
• Turnover of at least 300,000 euros in the field of child and adolescent care, or civil liability insurance from 250,000 euros annually.
• Minimum experience of two years in child and adolescent care.
• Scoring scale: technical project up to 20 points, facilities up to 10, reconciliation measures up to 10, staff experience up to 30, training up to 20, and continuity in the province up to 10.
• Priority for non-profit entities in the event of a tie, in accordance with Law 13/2008 on social services of Galicia.
• Planned validity from December 15, 2026 to October 31, 2027, with the possibility of a six-month extension until April 30, 2028.

The processing corresponds to the General Directorate of Family, Childhood and Demographic Dynamization, which will also resolve by delegation; the maximum period to resolve is three months, extendable by another three, with negative administrative silence. The resolution exhausts the administrative route, and an optional appeal for reversal may be filed within one month or a contentious-administrative appeal within two months.

Impact for the third sector

The call opens the way for the social agreement for this program for the first time, allowing the free competition of third-sector entities in a therapeutic care service for tutored minors or those at risk, with a volume of 90 annual users and labor conditions marked by the subrogation of staff with at least four months of seniority. For social entities in Vigo and its area, the contract represents a stable niche of public funding for two extendable fiscal years.
