33 MOVES III grants awarded for electric mobility in the Balearic Islands

The Department of Enterprise, Self-Employed and Energy of the Balearic Islands has approved the granting of 134,859.66 euros in subsidies for actions supporting electric mobility within the framework of the MOVES III 2025 program, with a total of 33 beneficiaries. The resolution, electronically signed on September 9, 2026, was published in the Official Gazette of the Balearic Islands (BOIB) no. 115, of September 15, 2026, in Section III, page 49927.

The decision was adopted by the Director General of Circular Economy, Energy Transition and Climate Change, Diego Viu Domínguez, by delegation of the Minister of Enterprise, Self-Employed and Energy, based on the final proposal formulated by the same body. The resolution, number 9145, exhausts the administrative route and may be appealed for reversal before the Minister or directly through contentious-administrative proceedings before the High Court of Justice of the Balearic Islands.

Regulatory framework and background

The call was approved by means of the Resolution of the Minister of Enterprise, Employment and Energy of July 1, 2025, published in BOIB no. 85, of July 3, 2025. The procedure is framed within Law 38/2003, of November 17, General Law on Subsidies, Legislative Decree 2/2005 approving the Revised Text of the Subsidies Law, and the Order of the Minister of Commerce, Industry and Energy of May 15, 2008, which establishes the regulatory bases regarding energy.

The funds come from the Ministry for the Ecological Transition and the Demographic Challenge, through the Institute for Energy Diversification and Saving (IDAE), via transfers from service 03 of section 23 of the general state budgets. The process included a provisional resolution proposal published in BOIB no. 81, of June 27, 2026, and a previous one in BOIB no. 68, of May 30, 2026, without any allegations being filed.

Types of subsidized actions

The aid covers two main lines of investment, with amounts varying according to the type of action and the characteristics of the applicant:

• Program 1: acquisition of electric and plug-in hybrid vehicles of category M1, with aid that may include an additional 10% for vehicle scrapping.
• Program 2: installation of charging infrastructure, with power ratings ranging from 7.3 kW to 7.4 kW.

Among the beneficiaries are individuals such as Juan Darder Cirera, Antoni Bauzá Company, Neus Sotorres Gea, Daniel Sánchez López, or Maria Esperança Buades Ferriol, as well as companies such as Urban Palladium SL. The files are identified with codes such as MOVESIII25-2013/2025 and subsequent, and individual amounts range between 986.37 and 7,700 euros.

Deadlines and obligations of the beneficiaries

Investments must be carried out within periods ranging from January 1, 2025, to December 31, 2026, depending on the type of beneficiary and the program. The maximum deadline to justify the completion of the subsidized activities is December 31, 2026.

Beneficiaries are required to comply with a series of requirements, including:

• Carrying out the activity or investment that forms the basis for the granting of the subsidy.
• Being up to date with tax and Social Security obligations.
• Guaranteeing the permanence of the investment for a minimum of two years (program 1) or five years (program 2).
• Retaining the supporting documentation for a period of three years.
• Repaying funds received unduly if the control bodies detect irregularities.

The vehicles subject to the subsidy must appear in the IDAE vehicle database, and the grants are subject, as the case may be, to the de minimis aid regimes of Regulation (EU) 1407/2013 or Commission Regulation (EU) 651/2014.

This resolution consolidates the deployment of electric mobility in the Balearic Islands, at a time when the energy transition is a priority for the regional Administration. For individuals and companies, the grants reduce the acquisition cost of electric and hybrid vehicles and charging infrastructure, and facilitate the fulfillment of the decarbonization objectives for the vehicle fleet. Publication in the BOIB provides legal certainty to the beneficiaries, who now have a clear framework of deadlines and obligations to execute and justify their investments before the end of 2026.
