Commission clears Spain's 52 million euro farm diesel aid until 2027
Por FactBox Admin

The European Commission has cleared a Spanish scheme worth EUR 52 million to compensate agricultural producers for the diesel they consume, concluding that the aid raises no objections under EU State aid rules. The decision, adopted on 19 October 2026 and registered as SA.124966, was published in the Official Journal of the European Union of 3 November 2026 under reference C/2026/5779.
The measure appears in the C series of the Official Journal under the standard heading “Authorisation for State aid pursuant to Articles 107 and 108 of the Treaty on the Functioning of the European Union — Cases where the Commission raises no objections”. It is formally the second modification of SA.122724 (2026/N), the national diesel compensation scheme approved earlier in the year, and it is titled METSAF: aid intended to cover the cost of diesel consumed by agricultural producers owing to the increase caused by the Middle East crisis.
A national framework built on emergency decrees
The scheme rests on a stack of Spanish emergency legislation adopted since the spring, according to the legal basis listed in the Commission’s notice:
- Real Decreto-ley 7/2026 of 20 March, approving the Plan Integral de Respuesta a la Crisis en Oriente Medio.
- ORDEN APA/568/2026, setting out adaptations and specifications for the agricultural and fisheries aid covered by articles 46, 50 and 51 of that decree-law.
- Real Decreto-ley 18/2026 of 29 June, adopting further measures under the same response plan.
- Real Decreto-ley 25/2026 of 29 September, adopting and extending measures under the plan — the vehicle that pushed the aid horizon into 2027.
Fifty-two million euros at seventy percent intensity
The technical characteristics of the authorised scheme are set out in the notice as follows:
- Overall budget: EUR 52 000 000.
- Aid intensity: 70,0 %.
- Duration: until 31 March 2027.
- Type of measure: scheme; form of aid: direct grant.
- Objective: sectorial development, agriculture, forestry and rural areas.
- Economic sectors: crop and animal production, hunting and related service activities.
- Granting authority: Ministerio de Agricultura, Pesca y Alimentación, Paseo de la Infanta Isabel 1, 28014 Madrid.
The decision records no region, confirming that this is a Spain-wide scheme rather than a regional one.
Three more months than the original clearance
The comparison with the parent case is the substantive news for Spanish growers. SA.122724 was authorised by decision of 2 June 2026 with an overall and annual budget of EUR 54 000 000, an intensity of 70,0 % and a duration running only until 31 December 2026; that clearance was itself published in the Official Journal of 26 August 2026 under reference C/2026/4598. The modified regime now sets the envelope at EUR 52 000 000 but stretches coverage to 31 March 2027, covering the winter sowing and early spring season that the original deadline left exposed.
The same METSAF family has produced companion decisions. On 7 October 2026 the Commission cleared SA.124823, a Fondo de Garantía Agraria y Pesquera de las Illes Balears (FOGAIBA) scheme of EUR 750 000 running until 31 December 2026, published in the Official Journal of 26 October 2026 under reference C/2026/5548. Earlier, on 23 July 2026, it authorised SA.123896, a EUR 165 000 000 modification of the fertiliser-cost scheme SA.122723, published on 21 August 2026 as C/2026/4535.
What it means on the ground
The clearance unblocks payments by the Ministerio de Agricultura, Pesca y Alimentación to producers, who can now plan the diesel component of their costs with a deadline of 31 March 2027 instead of year-end 2026. Because the Commission published the case without objections, no formal investigation follows; the authentic text of the decision, stripped of confidential information, is available through the Commission’s State aid case register, with the European Legislation Identifier http://data.europa.eu/eli/C/2026/5779/oj.
