Commerce Finds Chinese Nail Exporter Sold Below Value, Rescinds Nine Reviews

The U.S. Department of Commerce preliminarily determined that Yueda Nails — Shanghai Yueda Nails Co., Ltd. and Shanghai Yueda Nails (Chuzhou) Ltd. — sold certain steel nails from China in the United States at prices below normal value during the review period running from 1 August 2024 to 31 July 2025. The same notice rescinds the administrative review, in part, for nine other Chinese companies for which no reviewable suspended entries existed. The preliminary results, issued under case number A–570–909, were published by the International Trade Administration’s Enforcement and Compliance unit in the Federal Register of 4 November 2026 (Vol. 91, No. 212, pp. 69541–69544), as document 2026–22526, applicable from that date.

The proceeding reviews the antidumping duty order on certain steel nails from the People’s Republic of China published on 1 August 2008 (73 FR 44961). Commerce initiated the review at 90 FR 46173 on the basis of timely requests from interested parties and, on 28 January 2026, selected Yueda Nails as the mandatory respondent.

The calendar was repeatedly pushed back. On 14 November 2025, amid the lapse in appropriations and the federal government shutdown, Commerce tolled all deadlines in administrative proceedings by 47 days; on 24 November 2025 it added 21 days for documents filed through its electronic system while the shutdown lasted. The preliminary results deadline was then extended by 90 days on 4 June 2026 and by a further 22 days on 4 September 2026, leaving 30 October 2026 as the applicable deadline. The notice is signed on 29 October 2026 by Scot Fullerton, Acting Deputy Assistant Secretary for Antidumping and Countervailing Duty Operations.

A 9.27 percent margin and a separate rate

Commerce calculated export prices under section 772 of the Tariff Act of 1930 and normal value under section 773(c), the methodology reserved for non-market economy countries. It preliminarily determined that Yueda Nails is eligible for a separate rate in this review after completing the required application or certification.

  • Weighted-average dumping margin for Yueda Nails: 9.27 percent for the period 1 August 2024 to 31 July 2025.
  • The China-wide entity rate remains 118.04 percent, unchanged because no party requested a review of that entity and the conditional review policy therefore keeps it outside the proceeding.
  • Entries that Yueda Nails did not report in its U.S. sales database will be liquidated by U.S. Customs and Border Protection at the China-wide rate.
  • Importer-specific assessment rates will be calculated from the ratio of dumping to entered value, with 0.50 percent as the de minimis threshold.

Nine companies dropped from the review

Commerce notified interested parties on 2 September 2026 of its intent to rescind the review for companies with no suspended entries during the period of review, and no party commented. The rescission rests on 19 CFR 351.213(d)(3). The companies are:

  • JISCO Corporation
  • Nanjing Caiqing Hardware Co., Ltd.
  • Nanjing Yuechang Hardwares Co., Ltd.
  • Qingdao Jisco Co., Ltd.
  • Shandong Qingyun Hongyi Hardware Co., Ltd.
  • Shanxi Hairui Trade Co., Ltd.
  • Tianjin Jinchi Metal Products Co., Ltd.
  • Tianjin Jinghai County Hongli Industry & Business Co., Ltd.
  • Xi’an Metals and Minerals Import & Export Co., Ltd.

For these nine, duties will be assessed at the cash deposit rate required at the time of entry or withdrawal from warehouse, and Commerce intends to issue rescission instructions to Customs no earlier than 35 days after publication.

Comments, hearing and the final deadline

Interested parties may file case briefs no later than 21 days after publication, with rebuttal briefs due five days after the case brief deadline. A hearing must be requested electronically within 30 days, and each public executive summary of an issue is capped at 450 words, excluding citations. Commerce will make its final determination no later than 75 days after the 29 October 2026 signature date and will notify the U.S. International Trade Commission under section 733(f) of the Act.

The outcome matters directly for importers: once the final results take effect, cash deposits will be collected on all shipments entered or withdrawn for consumption on or after the publication date, and 19 CFR 351.402(f)(2) requires a reimbursement certificate before liquidation. For the domestic steel nail industry, a positive final margin would keep duties in place on the largest examined Chinese exporter for another cycle.
