Fuels: new prices for ACPM and biofuels take effect from October
Por FactBox Admin

The Ministry of Finance and Public Credit and the Ministry of Mines and Energy have set the new fuel prices that will take effect from October 1, 2026, with the producer income for ACPM at $6,296.22 per gallon. The four resolutions were issued on September 29, 2026, and published in the Official Gazette, edition 53,643, on September 30, 2026. The acts bear the signatures of Minister Miguel Gómez Martínez and Minister María Nohemí Arboleda Arango.
The decision is based on Article 1 of Law 26 of 1989, Article 35 of Law 1955 of 2019 —modified by Article 244 of Law 2294 of 2023—, Article 6 of Law 2135 of 2021, and Article 9 of Law 1430 of 2010. These regulations authorize the two ministries to establish the calculation methodology for the producer income of liquid fuels and biofuels, as well as the rates and margins associated with the transport, logistics, marketing, and distribution chain of the regulated market.
The adjustment comes after Resolution number 40467 of August 27, 2026, which set the producer income for regular motor gasoline fossil fuel and has been in effect since August 29, 2026, a value that remains current. The new acts repeal those of August 27, 2026: Resolution number 40531 of 2026 repeals Article 2 of Resolution number 40467 of 2026; Resolution number 40532 of 2026 repeals Resolution number 40468 of 2026; Resolution number 40533 of 2026 repeals Resolution number 40469 of 2026; and Resolution number 40534 of 2026 repeals Resolution number 40470 of 2026.
ACPM, fuel alcohol, and biofuel
- Resolution number 40531 of 2026: sets the producer income for ACPM fossil fuel at $6,296.22 current currency per gallon, applicable in all areas of the country regardless of the biofuel blend percentage for use in diesel engines.
- Resolution number 40532 of 2026: sets the producer income for fuel alcohol at $10,782.73 per gallon and for biofuel for use in diesel engines at $18,345.79 per gallon.
- Both resolutions specify that modifications in the blend levels will not alter the producer income set for all areas of the country.
According to the recitals of Resolution number 40531 of 2026, the new value for ACPM seeks to recognize the opportunity cost of distributing products in the country, the effects of regulatory modifications, and the continuity in the provision of the public service.
Border zones and proportionalities
Resolution number 40533 of 2026 establishes the proportionalities for calculating the producer income of the price structures for regular motor gasoline and ACPM distributed in municipalities recognized as Border Zones. The measure covers the departments of:
- Amazonas, Arauca, Archipelago of San Andrés, Providencia and Santa Catalina, Boyacá, Cesar, Chocó, Guainía, La Guajira, Nariño, Norte de Santander, Putumayo, Vaupés and Vichada.
The proportionalities shall be applied only to the fossil fuel, meaning not to the percentage of biofuel contained in each gallon distributed in those municipalities. The Technical Vice-Ministry of the Ministry of Finance and Public Credit issued a favorable opinion through official letter 2-2026-068101 dated September 28, 2026.
Reference prices in Nariño
Resolution number 40534 of 2026 sets the maximum reference public sale prices in the department of Nariño, in accordance with the methodology of Resolution number 40827 of 2018 of the Ministry of Mines and Energy. For the municipality of Pasto, the values are:
- Oxygenated regular motor gasoline: $13,966 current currency per gallon.
- ACPM mixed with biofuel for use in diesel engines: $10,529 current currency per gallon.
In the other municipalities of Nariño, the components of Resolution number 90664 of 2014 and the transport values established by the respective municipal authority must be considered. Prices may be readjusted if the current mixing percentage is modified or if a contingency arises that affects the continuity of supply.
The adjustment directly impacts the cost of freight and passenger transport and household spending, because ACPM powers a large part of the country’s land transport. The four resolutions take effect as of October 1, 2026, and were published in the Official Gazette edition 53,643 of September 30, 2026.
