Comú of Andorra la Vella: 60 days of public information for the new POUP

The Comú d’Andorra la Vella has opened a public information period of sixty business days for the second revision project of the Parish Planning and Urbanism Plan (POUPAV). The Decree of 9-24-2026, approved by the Consell de Comú in the session of September 24, 2026, and signed by the mayor Sergi González Camacho, is published in the Official Bulletin of the Principality of Andorra (BOPA) no. 110, dated September 25, 2026. The process begins on September 28 and ends on December 21, 2026, at 2 p.m.

The decree is part of the procedure for the revision, public information, and submission of allegations for parish planning plans. The supporting regulation is the recast text of the General Law of Land Planning and Urbanism of December 29, 2000, and its successive modifications, specifically articles 103 and 104 in relation to articles 96 and 97. The approved text recalls that the first revision of the POUPAV was definitively approved on October 12, 2017, and that the Comú’s intention is to develop a new plan “at the service of people,” based on sustainability criteria and qualitative standards of coexistence.

A process of nearly three months for the new planning

The public information period extends for sixty business days, a duration that sets the closing of the process on December 21, 2026, at 2 p.m. The count begins on September 28, so the calendar covers the entire last quarter of the year.

The decree will enter into force the day after its publication in the BOPA, as established in its article 3. The official publication is, therefore, the formal starting point of the procedure.

In-person consultation and submission of allegations

All citizens may consult the documentation that makes up the POUPAV in a space enabled for this purpose:

• Room on the 0 floor of the communal administrative building, at carrer Prat de la Creu, 74-76.
• Business office days, from 9 a.m. to 2 p.m.

Regarding contributions, the decree does not require any requirement other than the identification of the appearing person. Interested parties may obtain any complementary information by simple verbal request and may submit their contributions through three channels:

• Directly to the Comú.
• At the Service of Procedures (Servei de Tràmits).
• Through the Electronic Office (Seu Electrònica).

The admitted contributions are allegations, observations, and proposals relating to the second revision project of the plan.

Background: from the first revision of 2017 to the second

The current planning in the parish comes from the first revision of the POUPAV, definitively approved nearly nine years ago, on October 12, 2017. The new text currently being processed is the second revision, and the decree explicitly states the motivation: to provide the parish with updated planning that allows for living and working within qualitative standards of coexistence.

The chosen procedure is that of public information prior to approval, meaning the project is not yet final and may incorporate changes derived from the allegations received.

The decision directly affects owners, developers, and residents of the parish of Andorra la Vella, for whom this process is the only formal window to influence the content of the future planning before it becomes final. Those who do not submit allegations within the deadline will find it difficult to later question the determinations of the new POUPAV, as the public information period is the enabled procedural moment for doing so. Furthermore, the calendar leaves little margin: the process closes on December 21, 2026, at 2:00 PM, in the final stretch of the year.
