Colombia investigates whether removing antidumping duties on laminates from India reactivates dumping

The Foreign Trade Directorate of the Ministry of Commerce, Industry, and Tourism called upon the interested parties in the administrative investigation initiated by Resolution 644 of September 14, 2026, published in the Official Gazette number 53,627 on Tuesday, September 15, 2026. The purpose of the procedure is to determine whether the removal of the antidumping duties imposed on high-pressure decorative laminates originating from India would cause the continuation or recurrence of the dumping and the injury that the measure intended to correct.

The call, signed by the Director of Foreign Trade, Carolina Acosta Ramos, is addressed to those who prove an interest in the investigation and is based on the provisions of article 2.2.3.7.11.4 of Decree 1074 of 2015.

Background of the antidumping measure

The antidumping duties whose eventual removal is being evaluated were imposed by Resolution 195 of December 4, 2019, and extended by Resolutions 279 of December 13, 2019, and 188 of August 31, 2023. The first of these regulations was published in the Official Gazette 51,170 on December 17, 2019, and the 2023 extension in the Official Gazette 52,504 of the same date.

The measure applies to imports of high-pressure decorative laminates classified under tariff subheading 3921.90.10.00 and originating from India. The investigation will allow for an evaluation of whether the lifting of trade protection would leave the national market exposed to a new cycle of unfair competition.

Deadlines and procedure for interested parties

Pursuant to article 2.2.3.7.11.4 of Decree 1074 of 2015, interested parties have a period of thirty (30) business days from the publication of the call in the Official Gazette to:

• Express their duly supported opinion.
• Provide or request, before the Sub-directorate of Trade Practices of the Foreign Trade Directorate, the evidence and documents they consider relevant.
• Respond to the corresponding questionnaires within the framework of the investigation.

Impact for importers and national producers

The decision resulting from this investigation will have a direct effect on importers of high-pressure decorative laminates and on national producers in the sector, who could be affected by the entry of Indian merchandise at dumping prices if the continuation or repetition of the practice is confirmed. The active participation of interested parties within the established timeframe is key for the authority to have the necessary elements of judgment before making a determination on the future of the trade protection measure.
