Colombia creates 1% quota and coconut development fund

The Congress of Colombia enacted Law 2632 of 2026, published in the Official Gazette number 53,614 on Thursday, September 3, 2026, through which the coconut promotion quota is established and the Coconut Culture Promotion Fund is created. The regulation imposes a parafiscal contribution of 1% on the sale of coconut and its derivatives and affects producers, processors, marketers, and distributors of the Colombian coconut sector.

The law, issued on September 3, 2026, aims to guarantee the sustainable development of the coconut sector in Colombia, improve its competitiveness and productivity, and promote research, technological innovation, and capacity building within the industry.

A 1% Parafiscal Quota

The Coconut Promotion Quota is equivalent to one percent (1%) of the sale value of coconut and its derivatives, and is collected only once at the time of the first commercial transaction. Any natural or legal person who produces and markets coconut, destined for the domestic market or for export, is obligated to pay.

  • Taxable event: producing and marketing coconut in the country, for domestic consumption or export.
  • Withholding agents: any entity that processes, markets, or distributes coconut.
  • Deposit: the withheld resources must be deposited into the Fund’s national account before the expiration of the first fortnight of the month following the withholding.
  • Control: to move fresh fruit, a mobility certificate issued by the Colombian Agricultural Institute (ICA) is required; without it, the fruit may be seized.

The Coconut Culture Promotion Fund

The Coconut Culture Promotion Fund is created as a fund account without legal personality, under the responsibility of the Ministry of Agriculture and Rural Development, exclusively intended to finance programs and projects that promote Coconut Culture. The national Government will delegate its administration, collection, and investment to the National Federation of Producers, Marketers, and Small Coconut Industrialists of Colombia (Fedecoco).

  • The administration contract will have a duration of five (5) years.
  • The compensation for administration and collection may not exceed 10% of the total amount collected annually.
  • The Fund will be financed by the quota, contributions from the national budget, donations, and other resources determined by the Steering Committee.

Steering Committee and Allocation of Resources

The Steering Committee of the Fund will be composed of five members: a representative of the national Government, who will be the Minister of Agriculture or their delegate and will preside over it; a representative of the marketers; a representative of the processors; and two representatives of the growers. The participation of small and medium producers, rural women, and organizational forms of Peasant, Family, and Community Agriculture will be guaranteed.

The resources will be allocated to finance research programs, commercialization, infrastructure, export promotion, training and technical assistance, environmental sustainability, and climate change adaptation, among other objectives.
