Colombia adopts health plan for migrants and creates technical table

The Ministry of Health and Social Protection adopted, through Resolution Number 00001758 of 2026, the Health Sector Care Plan for the Migrant, Refugee, Returned Population, and Host Communities, and created the Ministry’s Technical Table on Migration and Health. The regulation, signed on August 5, 2026, by Minister Guillermo Alfonso Jaramillo Martínez, was published in Official Gazette number 53,618 on Monday, September 7, 2026.

The resolution responds to the evolution of the mixed migration phenomenon and seeks to organize the institutional response of the health sector to population flows, with special attention to Venezuelan migrants. It is based on the guidelines of CONPES 3950 of 2018 and CONPES 4100 of 2022, as well as the Comprehensive Migration Policy (PIM) of Law 2136 of 2021, and incorporates the exhortations of rulings T-178 of 2019 and T-336 of 2022 of the Constitutional Court.

A plan with four technical documents

The plan is materialized in four technical documents that are adopted as an integral part of the resolution:

• Technical Document 1: Health sector Care Plan for the migrant, refugee, returned population, and host communities.
• Technical Document 2: Guidelines for the implementation of the plan.
• Technical Document 3: Guidance guide for territorial adoption and harmonization.
• Technical Document 4: Guidelines for the formation and institutionalization of the national technical table and territorial tables.

Departmental and district entities must harmonize and incorporate the plan into their Territorial Health Plans (PTS) and the corresponding Health Action Plans, following the methodological guide of Technical Document 3.

The Technical Table on Migration and Health

The Ministry’s Technical Table on Migration and Health will be permanently composed of thirteen directors and office heads of the portfolio, including those of Citizenship, Equity and Health; Social Determinants; Mental Health; Epidemiology and Demography; and Primary Health Care. ADRES will participate as a permanent guest in matters of financing and insurance monitoring.

The table will meet ordinarily four times a year (once per quarter) and extraordinarily in the event of situations involving mixed migratory flows. Its technical secretariat will be managed by the Directorate of Citizenship, Equity and Health.

Territorial obligations and deadlines

Territorial entities at the departmental and district level must create their Territorial Technical Tables on Migration and Health or strengthen existing ones, and designate a territorial migration and health referent who will act as the focal point and exercise the technical secretariat. The key deadlines are:

• Designation of the territorial representative: within twenty (20) business days following the issuance of the resolution.
• Formation of the territorial tables: within a maximum period of six (6) months from publication.
• Border municipalities with migratory dynamics must create their table and designate a representative, in coordination with the competent departmental or district entity.

The resolution takes effect from its issuance on August 5, 2026, and its implementation is framed within the strategic goal of the Public Health Decennial Plan 2022-2031 for territorial entities to implement the care plan for the migrant population before 2031.
