Coirós definitively approves the general ordinance for municipal subsidies

The Coirós City Council has definitively approved its General Subsidy Ordinance, a regulation that will generally govern the regime and procedure for all municipal grants intended for individuals, entities, and citizen groups. The definitive approval was published in the Official Gazette of the Province of A Coruña (BOP) number 170, dated September 7, 2026, via announcement 2026/5740, corresponding to file 2026/G013/000002.

The Plenary of the Coirós City Council, in the ordinary session of July 9, 2026, initially approved the ordinance. The file was subject to public consultation for thirty business days, with an announcement in BOP number 135 of July 20, 2026, and on the notice board of the municipal electronic office. As no objections were presented, the agreement was considered definitively approved.

Object and scope of application

The object of the ordinance is to regulate the granting of subsidies in favor of individuals, entities, and citizen groups for the implementation of projects, actions, and activities of public utility or social interest. The regulation applies to all subsidies granted by the council, whether in cash or in kind, and regardless of the specific granting procedure.

The following are excluded from its scope of application:

  • Prizes awarded without a prior application from the beneficiary.
  • Financial allocations to municipal political groups.
  • Social emergency financial aid, which is governed by its own specific regulation.
  • Contributions in the form of fees in favor of associations provided for in the 5th additional provision of Law 7/1985, of April 2, regulating the bases of the local regime.

Procedure and competent bodies

The ordinary granting procedure shall be one of competitive bidding, through the comparison of applications according to the evaluation criteria established in each call. Nominative subsidies provided for in the budget, those imposed by a legal-rank regulation, and, exceptionally, those in which reasons of public, social, economic, or humanitarian interest concur, may be granted directly.

The competence for the approval of calls, granting resolutions, and payment orders belongs to the Mayor’s Office, while the Plenary is competent for the planning of promotion actions and the approval of the budget. The calls will be published in the BOP, in the National Subsidy Database (BDNS), and on the electronic office.

Gender perspective and justification

The ordinance incorporates a specific chapter on gender perspective, with evaluation criteria that reward equality between women and men, balanced participation, and reconciliation. Single-parent families, large families, and women victims of gender violence will be considered families of special protection.

The justification of the grants shall be carried out by means of a justification account including supporting documents for expenses, a report on the action, and accreditation of the dissemination measures. Payment shall be made once the justifications are approved, with advances allowed up to 75% of the amount for nominative grants and up to 100% for exceptional direct grants.

The regulation shall enter into force once the definitively approved text is published and the period provided for in article 65.2 of the LRBRL has elapsed. An administrative-law appeal may be filed against the agreement before the High Court of Justice of Galicia within two months from publication.
