Ciudad Real expands credit with surplus and opens fifteen days for allegations
Por FactBox Admin

The Plenary of the City Council of Ciudad Real initially approved, in an ordinary session on November 3, 2026, the credit modification file 3/7-2026 of the 2026 municipal budget in the form of an extraordinary credit grant and a credit supplement, financed by the liquid treasury surplus. The agreement is published in the Official Gazette of the Province of Ciudad Real number 215, dated November 6, 2026, under Announcement number 3586 and on page 11 of the issue. The publication opens a fifteen-day public information period to examine the file and submit allegations.
The announcement is issued in compliance with the provisions of Article 169.1 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, by referral from Article 177.2 of the same legal text, precepts that regulate credit modifications financed by liquid treasury surplus and their submission to public exhibition before final approval. The document appears in the CITY COUNCILS section, within the local administration, and is signed in Ciudad Real, on November 5, 2026, by the Councilor for Finance and Personnel, Guillermo Arroyo Buitrago, with an electronic signature and Secure Verification Code zQ3+6L/M9Lwe4X0704/t.
What is submitted for public exhibition
The initially approved file consists of a modification of the 2026 budget of the City Council of Ciudad Real that combines two instruments provided for in the local treasury regulations: the granting of an extraordinary credit and a credit supplement. The financing is covered by the liquid treasury surplus, that is, with the accumulated savings of the council and not with new current income.
The published text does not detail the global amount of the modification nor the breakdown by budgetary applications; these data appear in the administrative file, which can be consulted in its entirety during the allegations period.
Fifteen days to examine and allege
The deadlines and channels for participation established by the announcement are as follows:
- Deadline: fifteen days, starting from the day following the publication of the announcement in the Official Gazette of the Province, that is, from November 7, 2026.
- In-person examination: municipal offices of the City Council of Ciudad Real, where any interested person may consult the file and submit any allegations they deem appropriate.
- Electronic consultation: municipal electronic office, at the address ciudadreal.es/gobierno-abierto/expedientes-sometidos-a-informacion-publica.html.
- Additional dissemination: simultaneous publication on the electronic notice board of the Most Excellent City Council of Ciudad Real.
- Effect of silence: if no allegations are submitted after the deadline has expired, the agreement will be considered definitively approved.
The Autumn Budgetary Precedent
This is not the first budgetary modification of the quarter in the council. The Plenary initially approved on September 25, 2026, file 3/6-2026 for the modification of execution base 36 of the 2026 municipal budget, processed with an identical public information procedure and published in the Official Gazette of the Province of Ciudad Real number 187, of September 29, 2026, Announcement number 3092, page 40, with the same signature of the Councilor for Finance and Personnel.
The sequence shows sustained regulatory and budgetary activity in the accounts of the provincial capital during the last quarter of the fiscal year, in which the governing team resorts to the treasury surplus as a source of financing for new actions.
File 3/7-2026 concerns the accounts of the province’s main city council and mobilizes accumulated municipal savings; therefore, the public information period is the only formal window for the municipal opposition, neighborhood groups, and any interested party to review the destination of the funds before the modification is closed. Once the deadline expires without allegations, the agreement will be definitively approved without the need for a new plenary pronouncement.
