Por FactBox Admin

The Industrial, Energy, and Mining Planning Service of the Regional Government of Extremadura has summoned the owners of assets and rights affected by the reformed project of overhead and underground lines exiting the STR Guareña to the drawing up of minutes prior to occupation. The appearance will take place on November 26, 2026, at 10:30 a.m., at the Guareña Town Hall, according to the announcement published in the Official Gazette of the Province of Badajoz number 202, dated October 21, 2026 (Announcement 4071/2026).
The origin of the procedure is the resolution issued on June 18, 2026, by the Industrial, Energy, and Mining Planning Service, under the General Directorate of Industry, Energy, and Mines of the Ministry of Industry, Energy, Science, and Territory. On that same day, the public utility of the project was specifically declared, following a public information period, which, pursuant to Article 54 of Law 24/2013, of December 26, on the Electricity Sector, implies the necessity of occupying the affected assets and rights and the urgent occupation for the purposes of Article 52 of the Compulsory Expropriation Law, of December 16, 1954.
The processed file is 06AT-01618/18499, with reference BA-EXF:4/2026, and in it, the company Hijos de Jacinto Guillén Distribuidora Eléctrica, SLU, with registered office at the La Alberca industrial estate, warehouse 3, plot 18-20-22, Guareña, assumes the status of beneficiary of the expropriation.
A single affected property in the municipal district
Annex I of the announcement contains the individualized list of owners, assets, and affected rights, which in this case is limited to a single plot in the municipal district of Guareña:
- Owner: José Luis Gutiérrez Durán.
- Polygon and plot: 511 and 70.
- Cadastral reference: 06060A511000700000ZO.
- Crop: olive trees.
- Line flight: 110 linear meters.
- Aerial right-of-way: 1,650 square meters.
- Supports: 1, with 16 square meters of occupation.
- Temporary occupation: 300 square meters.
Requirements for appearance and notification
Interested parties, as well as those who hold any right or interest in the affected assets, must attend personally or be represented by a duly authorized person. They must provide documents proving their ownership and the most recent receipt of the Real Estate Tax (IBI), and may be accompanied, at their own expense, by their experts and a notary if they deem it appropriate.
The order for the drawing up of the records is posted on the notice board of the Guareña City Council and will be communicated to each interested party via individual notification. Publication in the bulletin also serves as notification in cases of unknown ownership or unknown address, in accordance with Article 44 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. The announcement is signed by the head of the service, Juan Francisco Lemus Prieto.
Background of the distribution network in Guareña
The action is part of the set of works that the electricity distributor itself is carrying out around the Guareña substation. The Official Gazette of the Province of Badajoz number 153, dated August 12, 2026, published Announcement 3089/2026, regarding the public information of prior administrative authorization and specific recognition of public utility for the 45 kV high-voltage overhead line for the change of the connection point to the Guareña substation from the Guadiana II OHVL, file 06AT-01618-18600, the stated purpose of which was to improve the quality of the supply.
The call directly affects the assets of the owners of rural land in the vicinity of the substation, who see how the declaration of public utility enables the urgent occupation of their land before an agreement on the fair price is reached. The established calendar now opens the way for the formalization of the preliminary records and, with them, for the subsequent appraisal of the expropriated assets and rights.
