Écija authorizes expansion of the Molino del Genil oil mill on rural land

The Plenary Session of the Écija City Council definitively approved, on 27 July 2026, the authorization for extraordinary action of public interest allowing the expansion of the olive oil mill of Molino del Genil S.L., located next to the A-453 road, kilometer 18.7. The agreement, signed by the deputy mayor delegated for the Area of Urban Planning, Public Works and Mobility, Ángel Peña Fernández, is published in the Official Gazette of the Province of Seville number 156, of 13 August 2026 (reference BOP-SE-2026-156008), in compliance with Article 22 of Law 7/2021, of 1 December, on the promotion of the sustainability of the territory of Andalusia (LISTA).

The application was submitted through the electronic registry on 23 April 2025 (entry 2025-E-RE-5335) by Juan Manuel Martínez-Sagrera Martín on behalf of Molino del Genil S.L. (CIF B14768824), and was admitted for processing by means of Decree 2025/1871, of 20 May 2025. The file (no. 1522/2025; 2022/LIC15/000001) passed the public information and hearing without objections, and received favorable sectoral reports subject to conditions from the Territorial Delegation of Agriculture, Fisheries, Water and Rural Development in Seville, from the Guadalquivir Hydrographic Confederation and from Endesa Distribución Eléctrica SLU (Edistribución Redes Digitales SLU).

A unanimous Plenary agreement

The proposal, submitted as a matter of urgency based on resolution proposal PR/2026/4368, of 24 July 2026, was approved without debate by the 16 council members present. The distribution of votes was as follows:

• 11 votes from the Popular Municipal Political Group
• 3 votes from the Socialist Municipal Political Group
• 1 vote from Con Andalucía: United Left-Podemos for Écija
• 1 vote from Vox

What the expansion includes

According to the Consolidated Project for Extraordinary Action on Rustic Land, drafted by the agricultural engineer José Ramón Segura Blanca (professional association member no. 859), the expansion of the olive oil mill, dedicated to the production of olive oil by exclusively mechanical or physical means, includes:

• A concrete slab of 484.80 m² for the existing tanks in storage room no. 2.
• A water treatment room of 77.50 m², whose effluent will be reused as make-up water for the olive oil mill.
• An evaporation pond of 32,283 m³.
• Grading and compaction of 8,370 m² for future expansions.
• Regularization of the electricity supply: installed capacity of 1,970.72 kW and grid access of up to 2,097 kW after an 800 kW expansion.

Environmental, heritage and urban planning conditions

The authorization is subject to extensive binding conditions that must be verified before granting the municipal licenses:

• Archaeological precautions: the unrecorded site “Molino del Genil_La Suerte” is excluded from the project as an archaeological reserve, and any earthworks will require prior archaeological monitoring in accordance with article 3.c of Decree 168/2003.
• Use of effluents: the industry already has authorization to apply 9,000 m³ of olive oil mill effluents as fertilizers on 238.93 hectares, according to the resolution of 15 September 2015 of the Territorial Delegation of Agriculture in Seville.
• Road access: the project for the rehabilitation of the road surface at km 18+200 of the A-453, authorized on 14 March 2025 by the Regional Ministry of Development, Territorial Articulation and Housing, must be included.
• Compensatory payment: rate of 10% of the material execution budget, reduced to 3% as it is an activity linked to the rural environment (article 5 of the municipal ordinance published in the Official Gazette of the Province of Seville No. 32, of 17 February 2026).

The authorization has unlimited duration, although cessation of the activity for more than five consecutive years will cause its expiry and the restitution of the land to its rural state. The developer must apply for the planning license within a maximum period of one year, on pain of expiry. With this agreement, Écija consolidates key infrastructure for the olive oil sector of the Genil region, combining the legalization of the existing plant, production expansion, and strict environmental, heritage, and electrical safety control.
