Ceuta restructures its workforce with nursing and firefighter positions

The Governing Council of the Autonomous City of Ceuta, in an ordinary session held on August 11, 2026, unanimously approved the amortization and creation of dozens of positions for civil servants and contractual staff within the framework of the 2026 Public Employment Offer (OPE). The agreement, published in the Official Gazette of the City of Ceuta (BOCCE) number 6,645, dated August 21, 2026, seeks to adapt the municipal workforce to existing needs.

The proposal was presented by Mr. Alberto Ramón Gaitán Rodríguez, Councilor for Presidency and Governance, and was recorded under item 4.2 of the agenda. The agreement was signed by the President of the City, Juan Jesús Vivas Lara, on August 15, 2026, and is subject to a fifteen-day public exhibition period for interested parties to submit claims.

Creation of civil servant positions

The restructuring includes the creation of 78 civil servant positions, with a particular emphasis on security, health, and technical services. Notable among the new positions are:

• 5 Nurse positions (group A2) and 3 Nursing Assistant positions (C2).
• 1 Firefighter position (C1) and 1 Local Police Officer position (C1).
• 16 Administrative Assistant positions (C2) and 3 Environmental Agent positions (C1).
• 1 Civil Engineer position (A1) and 1 Chemist position (A1).
• 11 1st Class Driver positions (C1) and 6 Orderly-Assistant positions (C2).

Amortizations and contractual staff

In parallel, 36 civil servant positions are being amortized, including 16 Administrative positions (C1), 4 Technical Architect positions (A2), and 1 Local Police Sub-inspector position (A2). In the contractual staff block, 37 positions are created—including 19 Office Attendant positions (AP), 3 Animal Caretaker positions (AP), and 2 2nd Class Cook positions (C2)—and 16 are amortized, such as 2 Janitor positions (AP) and 2 Miscellaneous Services Employee positions (AP).

Amortizations following internal promotions

The agreement also provides for the amortization of positions once the internal promotion processes included in the 2026 OPE are completed:

• Civil servants: 24 positions, including 11 Driver positions (C2), 4 Mechanic positions (C2), and 3 Waste Collection Controller positions (C2).
• Contractual staff: 9 positions, such as 2 Welder’s Assistant positions (AP) and 2 2nd Class Cook positions (C2).

These modifications will impact the Job Position List (RPT), amortizing the positions corresponding to the extinguished posts and creating new positions to cover the newly created ones.

The restructuring is of particular interest to public employment applicants, who will see expanded opportunities in bodies such as healthcare, firefighters, local police, and technicians, and for the municipal workforce as a whole, which is adapting to the actual needs of the service. The agreement shall be definitively adopted if no claims are filed during the fifteen-day public exhibition period.
