Ceuta corrects summer aid for minors in vulnerable situations

The Ministry of Health and Social Services of Ceuta has issued a rectification decree, dated August 13, 2026, to correct material errors detected in the original decree of July 28, 2026, published in BOCCE No. 6638, which granted economic-social benefits during the summer period for minors in disadvantaged socioeconomic situations. The resolution, signed by the counselor Nabila Benzina Pavón, was published on Tuesday, August 18, 2026, in BOCCE No. 6644 and is based on the power to rectify material errors provided for in Article 195.2 of Law 39/95, on Common Administrative Procedure.

The original decree established a direct aid of 350 euros per minor to cover expenses for food, leisure, culture, and family reconciliation during school holidays. The period for justifiable expenses runs from July 1 to October 15, 2026, and the justification period extends from October 16 to December 31 of the same year. The Ministry acts under the delegation conferred by the President of the Autonomous City through the Presidency decrees of June 23 and November 29, 2023.

Errors corrected in the count of children

Inspection of the annexes of the original decree revealed that in several files fewer children had been counted than actually corresponded. In three cases, the initial list showed a single minor when, according to the school certificates provided, the families had two children:

  • Mustafa Sakina Tuhami (file 45****35G): one child was listed; the rectification raises the count to two, with an assigned bank account.
  • Ali Essaidy Mohamed (file 45****88P): likewise, only one child appeared; it is corrected to two, according to the school certificates.
  • Mustafa Ahmed Samira (file 45****31T): the situation is identical: one child registered and two accredited.

Beneficiaries who remedied within the allegations period

An additional group of applicants corrected their documentation within the allegations period established in the procedure. The rectifying resolution recognizes their rights with retroactive effect:

  • Amar Ahmed Nawal (file 45****42A): one child.
  • Argaz, Oumaima (file Y8****72S): two children.
  • Ahmed Mohamed, Farah (file 45****60H): two children.
  • Fernández Fernández, Tania (file 45****65J): two children.
  • Ochen El Bouzakhi, Hoda (file 60****60K): one child.

Granting of aid improperly denied

The decree also remedies the denial of aid that was originally rejected on the grounds that the beneficiary had not justified the benefit received in 2025. After verifying that the documentation was submitted in a timely and proper manner, her right is recognized:

  • Abdelkader Ahmed, Janan (file 45****70C): one child; justification of the previous aid is accredited.
  • Barkani Mohamed, Dalila (file 45****77S): two children; prior justification is likewise accredited.

Eligible concepts and obligations

The aid of 350 euros per minor may be used for the acquisition of healthy food and child hygiene products, leisure and free-time activities —such as camps, summer colonies, workshops, summer schools, or private tutoring—, the purchase of books and school supplies, and work-life balance expenses such as daycare centers and playrooms. Expenses incurred may not be simultaneously subsidized by other departments of the Autonomous City or other bodies. Likewise, the resolution warns that failure to comply with the obligation to provide justification will result in the denial of these aids in subsequent years.

The resolution, which ends the administrative route, may be appealed through a Potestative Appeal for Reconsideration before the same body within one month, or directly through a Contentious-Administrative Appeal before the Contentious-Administrative Courts of Ceuta within two months, in accordance with current regulations.
