Ceuta publishes the final list of successful candidates for Market Operator

The Autonomous City of Ceuta has published in the Official Gazette of the City of Ceuta (BOCCE) number 6,647, dated August 28, 2026, the final list of successful candidates in the call for the provision of four Market Operator positions. The list is made public via a decree from the Counselor of Presidency and Governance, Mr. Alberto Ramón Gaitán Rodríguez, dated August 18, 2026, which appears on page 3274 of the gazette.

The positions, one of which is reserved for the disability quota, are filled through the competitive examination system in the open category and correspond to the Public Employment Offers of 2024 and 2025, vacancies in the City’s labor personnel staff. The final list was submitted to the General Directorate of Human Resources and Administration following the completion of the selection process.

The four successful candidates

The final list includes the four applicants who passed the examination, along with their final grades:

  • Álvaro González Salvador, with a final grade of 8.593.
  • José Manuel Pozo Nieto, with a final grade of 7.842.
  • Francisco Fernández Wancenlen, with a final grade of 7.795.
  • Mario Vilchez Jiménez, with a final grade of 7.078.

Deadline and required documentation

According to Clause 10 of the call, successful candidates have a period of twenty business days, counting from the day following the publication in the gazette, to present or send the documentation to the General Directorate of Human Resources (Palacio Autonómico, Plaza de África, s/n, 51001 Ceuta), by any of the means provided for in article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. The required documents are:

  • Duly authenticated copy of the DNI (National ID).
  • Sworn statement or promise of not having been dismissed through disciplinary proceedings from any Public Administration nor being disqualified from exercising public functions.
  • Certification proving that the candidate does not suffer from any illness or physical defect that prevents the normal exercise of the function.

Those who hold the status of career civil servants are exempt from providing documentary justification for requirements already proven for their previous appointment, and must present a certificate from the Central Personnel Registry or the body to which they report. Those who do not present the documentation within the deadline, except in cases of force majeure, or from whose examination it is deduced that they lack any requirement of Clause 3, cannot be appointed and their actions shall be annulled.

Appeals and channels for challenge

The decree, which exhausts administrative remedies, may be optionally appealed for reversal before the same body within one month of its notification or publication, pursuant to Articles 123 and 124 of Law 39/2015. Alternatively, a contentious-administrative appeal may be filed before the Contentious-Administrative Courts of Ceuta within two months, in accordance with Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.

The publication of this final list closes the competitive examination phase of a process that directly affects the applicants and the municipal labor workforce, and starts the countdown for the formalization of the appointments. Once the documentation has been submitted and verified, the four successful candidates will join the labor personnel staff of the City, reinforcing the services of the municipal markets of Ceuta.
