Ceuta maintains Tamara Obispo as interim head of Tax Services

The Minister of Finance, Economic Transition and Digital Transformation and president of the Autonomous Body of Tax Services of Ceuta (OASTCE), Kissy Chandiramani Ramesh, has ordered that Tamara Obispo Vázquez continue as an interim civil servant in the position of Tax Assistant. The decision is formalized through Decree 9.718, dated 09/22/2026, and published in the Official Gazette of the City of Ceuta (BOCCE) No. 6,656, dated 09/29/2026, within the Authorities and Personnel section (provision 666, page 3518). The decree was electronically signed on 09/23/2026.

The origin of the file lies in the previous appointment of the interested party. Tamara Obispo Vázquez was appointed as an interim civil servant of the OASTCE by Decree 8.426, dated 08/10/2026, published in the BOCCE No. 6,643, dated 08/14/2026, with the category of Tax Assistant and to replace the permanent holder of the job position with Code RPT No. 60, assigned to the Tax Directorate. That resolution warned, in accordance with Article 10.3.a of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee, that the Administration would officially formalize the termination of the interim relationship when the cause that motivated it ceased to exist.

The incorporation of the permanent holder and the cause for termination

The file proves that on 09/22/2026, the permanent civil servant returned to her job position, which determined the end of the cause that had justified the interim appointment, a scenario provided for in Article 10.3.d of Royal Legislative Decree 5/2015.

Despite this, the decree notes that there is a vacant position in the organization and that the job position with Code RPT No. 3, assigned to the Technical Directorate and with the category of Tax Assistant, remains unfilled. The same Article 10 of Royal Legislative Decree 5/2015 enables the appointment of interim civil servants for reasons of necessity and urgency when there are vacant positions that cannot be filled by career civil servants, for a maximum of three years.

From position RPT 60 to position RPT 3

On that basis, the decree resolves in three points:

• To order that, despite the occurrence of the cause for termination of the statutory relationship, and in view of the existence of a vacant position, the functional relationship of Tamara Obispo Vázquez with the OASTCE remains in effect.
• To declare that the interested party is assigned, as of 09/22/2026, to the OASTCE job position with Code RPT No. 3, designated as Tax Assistant, assigned to the Technical Directorate of the entity.
• To order the publication of the act in the BOCCE.

The decree is issued in exercise of the powers conferred by the Decree of the Presidency of the City of Ceuta, dated 06/23/2023 (BOCCE Extraordinary No. 42, dated 06/23/2023), and by the Statutes of the OASTCE (BOCCE No. 4,599, dated 01/12/2007).

Deadlines and means of appeal

The resolution exhausts the administrative route. The following may be filed against it:

• A contentious-administrative appeal before the Court of First Instance of the Contentious-Administrative Section of Ceuta, within two months of its publication in the BOCCE, in accordance with articles 8.1 and 46 of Law 29/1998, of July 13.
• Optionally, a motion for reconsideration before the Ministry of Finance, Economic Transition and Digital Transformation, within one month, according to articles 123 and 124 of Law 39/2015, of October 1.

The continuity of Tamara Obispo Vázquez prevents the Tax Assistant position from remaining unattended in the Technical Directorate of the OASTCE until its definitive filling is resolved, and confirms that interim status may be extended beyond the cessation of its original cause when the vacancy persists. The precedent affects the internal organization of the City’s collecting agency and the workload of its technical services.
