Ceuta awards INTEGRACE the maintenance of public spaces for four years

The Autonomous City of Ceuta has approved a four-year in-house assignment to the municipal company INTEGRACE (Sociedad Integral de Recursos y Servicios Ciudadanos de Ceuta, S.A.) for the maintenance and conservation of public spaces and urban environments. The decree, signed by the Councilor for Environment, Urban Services, and Housing, Alejandro Ramírez Hurtado, is published in the Official Gazette of the City of Ceuta (BOCCE) No. 6,652, dated September 15, 2026.
The resolution, processed under file 17.205/26, replaces the agreement that the City maintained with the Provincial Federation of Neighborhood Associations of Ceuta (FPAV), whose workers provided these services under the coverage of a grant. The new legal instrument regularizes the provision, which, due to its continuous and onerous nature, could no longer be financed through a grant, according to the doctrine of the State Public Procurement Advisory Board and the jurisprudence of the Supreme Court and the Court of Justice of the European Union.
An assignment of nearly 19 million euros
The assignment, starting on September 1, 2026, and valid for four years—extendable for annual periods—will be compensated via a rate of €28.84/hour. The budget is divided into five annual installments charged to the contract items of the Ministry of Finance and basic service maintenance:
- 2026: €1,405,198.51
- 2027: €4,686,500.00
- 2028: €4,827,095.00
- 2029: €4,971,907.85
- 2030: €3,239,145.53
The total amounts to €19,129,846.89. The justifying report, issued on August 26, 2026, certifies the insufficiency of the Ministry’s resources and the greater economic efficiency of using in-house means compared to public procurement, by leveraging the personal and technical resources already available, particularly the personnel of the Green Brigades.
Actions in neighborhoods, gardens, and urban environments
The object of the assignment includes the comprehensive management of public spaces, green areas, and the city’s green infrastructure, based on criteria of sustainability and circular economy. The planned actions include:
- Tidying efforts in neighborhoods and gardens: clearing, care, beautification, maintenance, and replanting.
- Support for the Parks and Gardens service in planting, irrigation, lawn mowing, and conservation, using water efficiency criteria.
- Conservation and improvement of neighborhoods and urban environments, including minor repairs, space conditioning, and improvement of the urban image.
The personnel providing the service will depend entirely on INTEGRACE, which must designate a technical coordinator from its staff. The State Attorney’s Office has reported that, pursuant to Article 45 of the State Collective Agreement for Gardening, the in-house entity will be obliged to subrogate the personnel who had been providing these services with the FPAV.
Legal framework and processing
The assignment is supported by Article 32 of Law 9/2017, of November 8, on Public Sector Contracts, and Article 86.2 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, as it has been certified that INTEGRACE meets the requirements of a personified in-house entity of the City. The decree, electronically signed on September 3, 2026, does not imply a delegation of powers and may be terminated early for reasons of public interest.
The resolution, which exhausts the administrative route, is published in the BOCCE, on the institutional website, and on the State Procurement Platform, and the City Government Council will be notified.
Relevance for the citizenry
The assignment guarantees the continuity of a service essential for the quality of life of the people of Ceuta, which will now be provided under an appropriate legal framework and with integrated management of the urban green infrastructure. Furthermore, the regularization allows for the subrogation of FPAV workers, preserving employment and the provision of maintenance services for neighborhoods, gardens, and urban environments over the next four years.
