Ceuta awards AMGEVICESA the janitorial contract for 22 school centers
Por FactBox Admin

The Governing Council of the Autonomous City of Ceuta has commissioned the municipal company AMGEVICESA to provide childcare and janitorial services in the buildings of public educational centers dependent on the City. The agreement was adopted in an ordinary session on September 22, 2026, and is published in the Official Gazette of the City of Ceuta (BOCCE) number 6,659, dated October 9, 2026, with document number 688 and spanning pages 3628 to 3633. The provision of services extends from September 1, 2026, to June 30, 2027.
An in-house commission supported by the Contracts Law
The Governing Council took note of the Decree of the Councilor for Education, Culture, and Youth, Pilar Orozco Valverde, dated September 15, 2026, which formalizes the commission. The chosen formula is that of a personified in-house commission, regulated in Article 32 of Law 9/2017, of November 8, on Public Sector Contracts, which excludes these assignments from the legal consideration of a contract.
The City owns 100% of the capital of Aparcamientos Municipales y Gestión Vial de Ceuta, Sociedad Anónima Unipersonal (AMGEVICESA), with CIF A51007557, whose shares are non-transferable to any person other than its sole owner. The company’s bylaws state in Article 2 its status as a personified in-house means, and its corporate purpose expressly includes “childcare duties for public buildings entrusted to it by the Autonomous City of Ceuta.”
Staff shortages and retirements of the 2025-2026 academic year
The file justifies the commission based on the insufficiency of own means: the Department of Education, Culture, and Youth “suffers from shortages of operational personnel,” according to the published text. The City has 30 workers to attend to 22 educational centers, to which is added the retirement of several janitors in various centers during the 2025-2026 school year.
The document details the situation of each center:
- CEIP Andrés Manjón: two security guards/caregivers.
- CEIP Ciudad de Ceuta: two security guards/caregivers, both on long-term sick leave.
- CEIP José Ortega y Gasset: a single security guard/caregiver for five independent buildings.
- CEIP Lope de Vega: a single security guard/caregiver.
- CEIP Maestro José Acosta: two security guards/caregivers.
- CEIP Maestro Juan Morejón: two security guards/caregivers.
- CEIP Pablo Ruíz Picasso: a single security guard/caregiver.
- CEIP Reina Sofía: one security guard/caregiver.
- CEIP Rey Juan Carlos I and CEIP Santiago Ramón y Cajal: no security guard/caregiver.
- CEIP Vicente Aleixandre: a single orderly.
- CEIP Príncipe Felipe: a single security guard/caregiver.
- CEA Edrissis: a single orderly.
- Escuela Infantil Nuestra Señora de África: a single janitor.

The assignment specifies the provision of service and control assistants from AMGEVICESA in 17 early childhood and primary education centers, two adult education centers, one special education center, and one nursery school. The distribution is as follows:

The service will be provided full-time, from 8:00 to 15:00 hours, except at CEA Edrissis, where it will be from 14:00 to 21:00 hours.
Financing and control
The financing is charged to item 74900.1330.007 of the City’s general budget for the 2025 fiscal year, and the expenses will be integrated into the company’s statement of expenses and income. The assignment does not imply a transfer of ownership of the competence, and the communication to AMGEVICESA serves as an execution order. The resolution, digitally signed on October 2, 2026, exhausts the administrative route and allows for an optional appeal for reversal within one month or a challenge before the Administrative Litigation Court of Ceuta within two months.
The entrustment guarantees the continuity of the concierge and surveillance service in Ceuta’s public schools throughout the school year, after retirements and sick leaves left several centers without coverage, including two that had no security guard-caretaker.
