Ceuta allocates 500 euros per student to combat the digital divide
Por FactBox Admin

The Governing Council of the Autonomous City of Ceuta approved on November 3, 2026, the call for grants aimed at alleviating the digital divide among students in the 1st year of Compulsory Secondary Education (ESO), with a maximum limit of 500 euros per beneficiary and a budget of 168,300 euros. The summary is published in the Official Gazette of the City of Ceuta (BOCCE) number 6,667, dated November 6, 2026, with the reference BDNS 939380. Families have ten calendar days to apply for the aid.
The call is processed under articles 17.3.b and 20.8.a of the General Subsidies Law 38/2003, of November 17, and the full text can be consulted in the National Subsidies Database. The agreement is signed by the Councilor for Health and Social Services, Nabila Benzina Pavón, and the managing body for the grants is the City’s Councilorship of Health and Social Services.
Ten calendar days and income capped at the IPREM
The application period begins the day after the publication of the summary and extends for ten calendar days, that is, from November 7 to 16, 2026. Applications must follow the models in Annex I and Annex II and be submitted at any of the Registry offices of the City of Ceuta along with the required documentation.
The requirements that minors must meet are:
- The minor themselves, the applying parents or guardians, and the children or wards under 18 years of age being counted must be registered (empadronados) in the Autonomous City of Ceuta.
- Be enrolled in public or semi-private (concertados) schools or institutes in Ceuta.
- Be enrolled in the 1st year of ESO during the 2026-2027 academic year.
- Both parents must be up to date with their tax obligations with the Treasury, the City’s Tax Services, and Social Security.
Access is also conditional on the family unit’s income, with these computable net income caps:
- One child in 1st year of ESO: 2.5 times the IPREM, 1,500 euros.
- That child plus another minor under 18: 1,650 euros.
- Three children counted: 1,800 euros.
- Four or more children: 1,950 euros.
In case of separation or divorce, the court ruling is followed: with joint custody, either parent may apply and the income and debts of both are counted; with sole custody, the custodial parent applies, adding the child support pension.
Tablets, laptops, and peripherals as eligible expenses
The aid must be used for computer equipment and covers only:
- Tablets.
- Desktop or laptop computers.
- Peripheral devices: screens, keyboards, mice, printers, scanners, and styluses.
- Desktop office software, such as LibreOffice or similar programs.
- Cloud-based office software, such as Google Workspace or Microsoft 365 or similar programs.
Mobile phones, video game consoles and similar devices, electronic games and interactive digital entertainment, and televisions are expressly excluded.
The distribution is pro rata: the amount of each grant results from dividing the credit allocated in the “Basic Childhood Rights Grants” application by the number of minors who meet the requirements, with a cap of 500 euros. Should this maximum be reached, the budget would allow for approximately 336 students to be served; therefore, the final amount per family depends on the number of admitted applications.
Expenditure execution until March and invoices until June
The expenditure execution period opens on the same day the final resolution is published in the BOCCE and closes on March 15, 2027. Beneficiaries must then justify the purchase by submitting the invoices to the Ministry of Health and Social Services between March 16 and June 15, 2027, using the enabled form and through the City Registry.
The documentation to be submitted includes Annex I with personal data, the applicant’s ID (DNI), the schooling certificate specifying the grade and center, the family book, and Annex II with the economic data of both parents: the October payroll for employees or the third-quarter IRPF declaration for the self-employed, in addition to certificates from IMERSO, Social Security, SEPE, AEAT, and OAST accrediting income and the absence of debts.
The call for applications arrives at the start of the school year in which adolescents move to secondary education, a stage in which the computer or tablet becomes everyday working material. With family incomes capped around the IPREM and a ten-day deadline, the margin for families with fewer resources to gather the documentation and equip their children in time remains very tight.
