Ceuta grants retail travel agency license to ATAE Viajes

The Official Gazette of the Autonomous City of Ceuta (BOCCE number 6,667, of November 6, 2026) publishes Decree 743/2026, by which the title-license of Retail Travel Agency is granted to ATAE Viajes S.L. for a premises located at Teniente Coronel Gautier Street, number 16. The resolution is signed by the Councilor for Commerce, Tourism, Employment, and Sport, Nicola Cecchi Bisoni, and is dated October 29, 2026, within the section of other provisions and agreements of the gazette. The company is authorized to carry out its activity from the date of publication of the decree, that is, from this Friday.

The grant is processed under the Tourism Regulations of the City of Ceuta, approved and published in BOCCE number 5,012, of December 28, 2010, whose article 142.2 establishes the documentation required for travel agencies. The decree also invokes the city’s competencies in tourism matters set forth in articles 21, 22, and 25 of Organic Law 1/1995, of March 13, of the Statute of Autonomy of Ceuta, and article 124 of Law 7/1985, of April 2, regulating the Bases of Local Regime.

Application, premises inspection, and technical report

The file begins with the application submitted by Youssef Saidi Benali on behalf of ATAE Viajes S.L., in which he requests the granting of the retail travel agency title-license. Before resolving, the technical services of the Department conducted an inspection visit to the premises where the activity will be developed and prepared the corresponding report.

The procedures completed according to the official text are as follows:

• Application by Youssef Saidi Benali on behalf of ATAE Viajes S.L.
• Inspection visit to the premises at Teniente Coronel Gautier Street, number 16
• Technical report issued after the inspection
• Accreditation of the documentation required by article 142.2 of the Tourism Regulations of the City of Ceuta
• Verification by the Department’s technical services of compliance with the requirements provided for in the regulation

The Department concludes that “the needs appear to be met and the requirements justified” as demanded by the regulation, which supports the favorable resolution.

Identification code and effects of the license

The decree grants the title with the identification code CICE002171 and orders that the activity may begin upon publication in the BOCCE, subject to the aforementioned tourism regulation. The resolution is issued in exercise of the powers established by the Decree of the Presidency of the City of Ceuta of June 23, 2023 (extraordinary gazette number 42, of the same date), modified by the Decree of the Presidency of November 29, 2023 (extraordinary number 73).

The text appears headed by order number 743 of the bulletin and is published on page 3807, closing the repertoire of provisions for the day.

Deadlines and means of appeal

The resolution exhausts the administrative route. The following may be filed against it:

• Optional appeal for reversal (recurso de reposición) within a period of one month before the same body that issued it, in accordance with articles 112, 123, and 124 of Law 39/2015, of October 1, on Common Administrative Procedure.
• Contentious-administrative appeal within a period of two months, under the terms of articles 8.1 and 46 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.
• Any other appeal that the interested party deems appropriate.

The decree is digitally signed in Ceuta by the counselor Nicola Cecchi Bisoni, head of the Ministry of Commerce, Tourism, Employment, and Sport.

The authorization has direct relevance for the local tourism sector, which adds a new retail operator with a physical point of sale in the city center, and for consumers, who now have a registered agency, identified with an official code and subject to prior inspection and the liability regime of the Tourism Regulations of Ceuta. Furthermore, the publication in the bulletin marks the starting point for the calculation of any challenge.
