Ceuta aprueba 75.402 euros en ayudas para modernizar la flota de taxi

The Department of Urban Planning and Transport of the Autonomous City of Ceuta has approved the regulatory bases for subsidies destined for the modernization of the autotaxi and eurotaxi fleet for the year 2026, with a maximum budget allocation of 75,402.76 euros. The decree, signed on October 26, 2026, by Councilor Rafael Martínez Peñalver Mateos, is published in the Official Gazette of the City of Ceuta (BOCCE) No. 6,665, of October 30, 2026, under number 724 and on pages 3726 to 3735. The bases will enter into force the day following their publication.

The text is supported by the transfer of competencies in land transport transferred to Ceuta by Royal Decree 1541/2006, of December 15, and by the organic distribution established by the Presidential Decree of July 8, 2025 (Extraordinary BOCCE No. 27, of July 9). The regulation also cites Order PCI/810/2018, which created environmental badges, Law 7/2021 on climate change and energy transition, and the 2030 Safe, Sustainable, and Connected Mobility Strategy.

Four modalities and up to 17,500 euros per vehicle

The bases, which are applied under a competitive bidding process, subsidize four actions:

  • Acquisition of new or “zero kilometer” vehicles with a ZERO or ECO environmental classification.
  • Adaptation of vehicles for the provision of the eurotaxi service.
  • Acquisition and installation of authorized video surveillance systems in autotaxi vehicles.
  • Investments made and effectively paid since January 1, 2026.

The maximum amounts are:

  • ZERO vehicles: up to 50% based on 35,000 euros, with a cap of 17,500 euros.
  • ECO vehicles: up to 35% based on 28,000 euros, with a cap of 9,800 euros.
  • Eurotaxi adaptation: up to 50% based on 14,000 euros, with a cap of 7,000 euros.
  • Video surveillance: 50% of the cost, with a maximum of 100 euros.

The grants are considered de minimis, in accordance with Commission Regulation (EU) 2023/2831. Used, second-hand, semi-new, demonstration, or management vehicles are excluded, as are recoverable taxes, financial expenses, penalties, and maintenance or registration costs.

Requirements: five years of age and permanence in the service

Natural persons holding an autotaxi or eurotaxi license granted by the Autonomous City of Ceuta may be beneficiaries. For the vehicle purchase grant, the replaced car must have a minimum age of 5 years since its first registration and must have been assigned to the license for at least the 3 years prior to the application.

The awardee undertakes to keep the subsidized vehicle in taxi service for a minimum of 5 years, to place an identification sticker regarding the regional funding, and to reimburse the proportional part if this period is breached. The scoring system grants up to 50 points: 20 for zero-emission vehicles, 15 for investment in Eurotaxis, 10 for ECO vehicles, and up to 15 for the age of the retired vehicle, with priority given to those with more than ten years of service.

Eurotaxi: environmental exemption to prioritize accessibility

The decree justifies a specific flexibility for Eurotaxi license holders: the guidelines provide for “the possibility of exemption from full compliance with transversal environmental requirements.” The reason cited is the limited availability of adapted vehicles on the market and the technical complexity of adapting Zero-emission or ECO models to accessibility standards. With this, the Ceuta Government affirms that “social inclusion is prioritized over general environmental classification criteria.”

Electronic processing and PROCESA control

Applications must be submitted electronically through the headquarters of PROCESA (Sociedad de Desarrollo de Ceuta, S.A.), which acts as the internal agency and assumes the instruction, management, monitoring, and control of the grants. The competent body for resolution is the Ministry of Urban Planning and Transport, which must issue a resolution within a maximum period of six months from the publication of each call; silence shall be understood as a rejection. Defects shall be corrected within 10 days, and the execution of the investment must be completed within 8 months from notification, with prior on-site verification and without advance or installment payments.

The decree exhausts the administrative route, therefore, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal within two months.

Impact on the sector and accessibility

The call arrives with 75,402.76 euros as the ceiling for the entire year, a modest figure compared to the cost of an adapted vehicle; therefore, the number of licenses benefited will depend on the call and the pro-rating provided for in Article 22 of the General Subsidies Law. For the Ceuta taxi sector, this represents the ordinary route for renewing the mobile fleet, and for users with reduced mobility, the guarantee that accessibility will not be conditioned by the availability of adapted ecological models.
