Ceuta opens the call for the 0.7% of IRPF with 3.46 million

The Autonomous City of Ceuta has opened the call for grants for programs of general interest aimed at social interest purposes developed by third-sector entities, funded by the 0.7% tax allocation of the Personal Income Tax (IRPF). The call was approved by agreement of the City’s Governing Council on September 16, 2026, and its summary is published in the extraordinary Official Gazette of the Autonomous City of Ceuta (BOCCE) No. 44, dated September 24, 2026, provision 91, pages 1327 to 1329. Entities have fifteen calendar days, counting from the day following publication, to submit their applications.

The procedure is processed under a competitive bidding regime and is governed by the regulatory bases approved by agreement of the Governing Council on September 11, published in BOCCE No. 6027, dated September 18, 2020, as well as by the General Grant Regulations of the City of Ceuta (BOCCE of January 18, 2005) and by Law 38/2003, of November 17, General Law on Grants. The call is published in the National Grants Database (BDNS) with identifier 931026, where the full text can be consulted.

The purpose of the aid is to finance activities of general interest, including investments, to cover specific social assistance needs aimed at people in situations of poverty and social exclusion or those in other situations of special vulnerability, within the territorial scope of the city.

Beneficiaries: third sector, Red Cross and NGOs based in Ceuta

Beneficiaries may include entities considered part of the Third Sector according to Law 43/2015, of October 9, on the Third Sector of Social Action, as well as the Spanish Red Cross and non-governmental entities or organizations that meet the requirements of the bases. Among them:

• Be legally constituted and registered in the corresponding administrative registry at least three years prior to the publication of the call.
• Be non-profit, with the exception of entities that fully reinvest their profits into social purposes.
• Have appropriate institutional purposes set out in their own statutes.
• Be up to date with tax obligations and with the Social Security.
• Have sufficiently justified the financial aid previously received from the City or from the General State Administration.
• Demonstrate experience and specialization in providing care to the target group.
• Carry out their activity in a real and effective manner in Ceuta and have a registered office in the city.
• Have staff who have not been convicted by a final judgment for crimes against sexual freedom and indemnity or for human trafficking.

Groups of organizations without legal personality may also apply, which must indicate the commitments of each member and appoint a representative with sufficient powers. Public law entities, political parties, universities, civil societies, professional associations, official chambers of commerce, industry and navigation, business organizations, and trade unions are excluded.

3.46 million from the state distribution of 0.7%

The credit for the call comes from the amount assigned to Ceuta for general interest activities considered of social interest in Personal Income Tax (IRPF) returns. The Council of Ministers on July 29, 2025, approved the territorial distribution agreement of the credit destined for these programs for 2026, amounting to 432,818,240.70 euros, of which the sum of 3,462,545.93 euros corresponds to the Autonomous City of Ceuta.

The funds are transferred from the Ministry of Social Rights and 2030 Agenda to the regional administration as a transfer conditioned upon the actual and effective granting of the subsidies. The priority areas and programs for 2026, with execution in 2027, are listed in Annex A of the call; investment projects cannot be financed, except for equipment, adaptation works, and the completion of investment programs financed in previous calls.

Fifteen calendar days and electronic processing

The deadline for submitting applications is fifteen calendar days starting from the day following the publication in the BOCCE. Applications, addressed to the Ministry of Health and Social Services, must be submitted mandatorily via electronic means in accordance with article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

If the application or the documentation submitted is incomplete or defective, the entity will be required to rectify it within ten days; failure to do so will be considered a withdrawal. The failure to submit the mandatory documentation under article 14.3.1 of the bases produces the same effect, while the absence of optional valuation documentation implies that it will not be taken into account in the evaluation. The call mobilizes 3.46 million euros for Ceuta’s social entities that assist people in poverty or social exclusion, with a very tight schedule: fifteen calendar days to apply for funding that supports social assistance programs in the city and whose execution extends to 2027.
