Cervo convenes the first municipal artificial intelligence plaza

The Cervo City Council has announced a selection process to fill, on a permanent basis as career civil service personnel, one (1) position for Senior Technician in Digital Transformation and Artificial Intelligence (subgroup A1), through a free competitive examination system. The decision was adopted by Mayoral Resolution no. 2026-0751, dated August 19, 2026, and published in the Official Gazette of the Province of Lugo no. 194, dated August 26, 2026 (reference R. 2284).
This is the first position of this profile announced in a municipality in the province of Lugo, with a budgetary allocation in the current General Budget and a full-time schedule. The position is included in the modification of the Public Employment Offer corresponding to the 2023 fiscal year, approved by Mayoral Resolution no. 2026-0021, dated January 16, 2026, and published in the BOP no. 017, dated January 22, 2026.
A technical and legal profile for smart administration
The position, framed within the Special Administration Scale, Technical Subscale, Senior Technician Class, focuses on the integration of artificial intelligence and new technologies into municipal administrative procedures. Its main functions include:
- Technical-legal advisory to the Mayor’s Office and municipal services for the incorporation of AI into procedures.
- Analysis and prioritization of procedures susceptible to automation and the preparation of impact, viability, governance, and supervision reports.
- Drafting reports on the compliance of AI systems with Regulation (EU) 2024/1689 (AI Act), the National Security Framework (Royal Decree 311/2022), and data protection regulations.
- Drafting specifications for public technological procurement and coordinating data governance and human supervision of systems.
Specific accreditation requirement in AI
In addition to the general requirements (nationality, capacity, university Bachelor’s degree or equivalent, and knowledge of Galician at the CELGA 4 level), the rules require specific accreditation of minimum knowledge in artificial intelligence applied to the public sector and in digital transformation, on an alternative and exhaustive basis:
- Route A: possession of an official university master’s degree or a proprietary degree, with a minimum of 60 ECTS credits, of which at least half must relate to AI, data science, digital transformation, digital law, or cybersecurity.
- Route B: accreditation of professional experience of at least two years in advisory, supervision, or compliance auditing functions of the ENS, drafting specifications with the application of Regulation (EU) 2024/1689, algorithmic impact assessment, or human supervision of high-risk AI systems.
The absence of this accreditation will result in exclusion from the process, as it is considered an essential minimum capacity for the performance of the position.
Deadline and selection process
Applications shall be submitted within a period of 20 business days starting from the day following the publication of the call announcement in the Official State Gazette (BOE), electronically through the electronic headquarters of the Cervo City Council or by the means provided for in article 16.4 of Law 39/2015. The process is organized under article 70 of Royal Legislative Decree 5/2015 (TREBEP) and articles 45 and 48 of Law 2/2015 (LEPG).
The opposition phase, which is mandatory and eliminatory, consists of three exercises: a theoretical questionnaire of 100 questions on digital transformation, cybersecurity, and AI (including Regulation (EU) 2024/1689 and algorithmic ethics), a theoretical-practical exercise on administration and applicable legislation, and a third specific exercise on the application of AI and new technologies in administrative management. The competition phase will assess the alleged merits, with a weighting of 75% for the opposition and 25% for the competition.
The call, signed by the mayor-president, María Dolores García Caramés, represents a step forward in the modernization of the local administration of Lugo, by providing Cervo with a specialized technician capable of guaranteeing compliance with the new European regulatory framework for AI and promoting the digital transformation of municipal services.
