Celanova expands credit with 313,000 euros from the treasury surplus

The Plenary of the Celanova City Council initially approved, in the ordinary session of October 7, 2026, a credit modification file in the form of a credit supplement for a total amount of 313,000.00 euros, financed with the liquid treasury surplus for general expenses. The agreement is published in the Official Gazette of the Province of Ourense on October 19, 2026, within section IV, Local Entities, with the official reference 352905. The file will remain open to the public for fifteen business days so that interested parties may examine it and present any claims they deem appropriate.

A supplement financed with treasury surplus

The approved operation corresponds to the credit supplement modality, one of the figures provided for in local treasury regulations to expand budgetary allocations when the planned expenditure cannot be delayed to subsequent financial years. The file is processed under code MC SU 21/2026 and for a total amount of 313,000.00 euros, according to the text of the municipal announcement.

The financing does not come from new debt or current income, but from the liquid Treasury surplus of the council itself, which is allocated to general expenses. In this way, the credit expansion is covered by the available balance of the municipal treasury without the need to resort to borrowing.

The announcement bears the signature of the mayor, Antonio Puga Rodríguez, and the registration number R. 2.444, data that identify the edict published in the provincial gazette.

Fifteen business days of public exhibition

The process now open is that of public information, provided for in Article 177, in relation to Article 169, of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating Local Treasuries. The deadlines and conditions of the procedure are as follows:

• The file is available to the public at the General Secretariat of the Celanova City Council.
• The exhibition period is fifteen business days.
• The count begins the day following the publication of the announcement in the Official Gazette of the Province of Ourense.
• The publicity is completed with the announcement on the municipal edicts board.
• During this period, interested parties may examine the file and present any claims they deem appropriate.

The public exhibition does not suspend the processing, but rather opens the period for allegations prior to the final approval of the file.

Final approval if there are no claims

The announcement expressly states that, if no claims are presented at the end of the public exhibition period, the file will be considered definitively approved. In that case, the credit supplement of 313,000.00 euros will be incorporated into the municipal budget without the need for a new plenary pronouncement.

Conversely, that is to say, if any allegation is presented during the fifteen business days, the file must be resolved before closing its processing, which would open a new administrative phase.
