They cede customs abandoned merchandise to the Secretariat of Childhood.

The national State transferred, at no charge, to the National Secretariat for Children, Adolescence and Family (SENAF) of the Ministry of Human Capital three lots of customs backlog goods, which will be allocated to its programs for assisting vulnerable children. The decision was adopted by the Undersecretariat for Institutional Management of the General Secretariat of the Presidency of the Nation, headed by Undersecretary Eduardo Menem, and was formalized in three dispositions published on August 12, 2026, in the First Section of the Official Gazette of the Argentine Republic.

The transfers are framed within Law No. 25,603 and its amendments, which empowers the Customs Service to make available to the General Secretariat of the Presidency of the Nation food, personal hygiene items, bedding and clothing, footwear, basic and essential goods, and medicines, for use by national, provincial or municipal agencies and non-governmental organizations when social emergency conditions so advise (article 4), as well as other goods suitable for the fulfillment of state activities (article 5). The regulations are applied together with Decree No. 1805 of December 4, 2007, Resolution RESOL-2025-138-APN-SGP of April 4, 2025, and the SENAF had requested the goods within the framework of the powers assigned to it by Decree DCTO-2019-50-APN-PTE.

The three lots of transferred goods

The disposition published as No. 56074/26 (file EX-2026-49438929-APN-CGD#SGP) transfers the goods included in dispositions DI-2025-144-E-AFIP-DIABSA#SDGOAM, DI-2026-123-E-ARCA-DIABSA#SDGOAM and DI-2026-250-E-ARCA-DIABSA#SDGOAM, issued by the Buenos Aires Customs, among which is a YAMAHA brand quad bike, model RAPTOR 660.

The second, No. 56076/26 (files EX-2026-17826893-APN-CGD#SGP, EX-2026-38069246-APN-CGD#SGP and EX-2026-42803366-APN-CGD#SGP), includes goods from dispositions DI-2026-1, DI-2026-7, DI-2026-8, DI-2026-23 and DI-2026-26-E-ARCA-ADPOSA#SDGOAI, issued between January and April 2026 by the Posadas Customs.

The third, No. 56078/26 (files EX-2026-37065473-APN-CGD#SGP and EX-2026-59355357-APN-CGD#SGP), brings together goods from three customs offices in the NEA region:

• Oberá Customs: disposition DI-2026-11-E-ARCA-ADOBER#SDGOAI of January 28, 2026.
• Bernardo de Irigoyen Customs: dispositions DI-2026-42 and DI-2026-43-E-ARCA-ADBEIR#SDGOAI, both of January 28, 2026.
• Posadas Customs: disposition DI-2026-36-E-ARCA-ADPOSA#SDGOAI of May 21, 2026.

Deadlines and obligations of the transfer

The three measures impose on the SENAF management and control obligations over the goods received, within the framework of a free transfer:

• inform the General Secretariat of the Presidency of the Nation of the estimated date of withdrawal of the merchandise from the fiscal deposits within ten (10) days after notification, even if of a provisional nature;
• submit the inventory conformity with the final acceptance certificate within ninety (90) business days counted from publication in the bulletin, or, failing that, the rejection certificate with details of the unsuitable goods;
• refrain from commercializing the goods for five (5) years from their receipt, in accordance with article 13 of Law No. 25.603.

Once the deadline expires without the withdrawal from the fiscal deposits being carried out, or without an express statement from the beneficiary, the transfer shall be deemed rejected.

Impact on children

The transfers turn merchandise retained by the State, which would otherwise remain in fiscal deposits, into concrete resources for the child and adolescent policy. For the National Secretariat for Children, Adolescents and Family, it means strengthening its assistance programs with food, clothing, footwear and essential goods, in a scheme that also controls the final destination of the goods and prohibits their commercialization for five years.
