Cazalegas makes its citizen coexistence ordinance final

The Cazalegas City Council has finalized the agreement to approve the Modification of the Municipal Ordinance on the Protection of Citizen Coexistence and the Prevention of Antisocial Actions, following the expiration of the public exhibition period for the provisional agreement adopted by the Plenary in the session of July 21, 2026. The full text is published in the Official Gazette of the Province of Toledo, number 176, of September 15, 2026 (reference No. I.- 4110), signed by the mayor, Francisco Javier Blanco Guerro, on September 8, 2026.

The new regulation is a consolidated and updated text that retains the essential content of the municipal ordinance published in the BOP of Toledo no. 243, of October 25, 2016, and incorporates specific regulation regarding the reservoir, bathing areas, natural spaces, cleanliness, noise, animals, public events, organized activities, and the sanctioning regime. It is issued under the framework of local autonomy and the municipal competencies provided for in Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and in Royal Legislative Decree 2/2004, of March 5, which approves the Consolidated Text of the Law regulating Local Treasuries.

A specific regime for the reservoir

Title VI of the ordinance specifically regulates the environment of the Cazalegas reservoir, its authorized or tolerated bathing areas, shores, inland beaches, access roads, parking lots, and municipal natural spaces. Bathing is permitted in the areas and under the conditions where it is not prohibited by the competent authority, under the responsibility of the users and without prejudice to sectoral regulations on water, public hydraulic domain, navigation, fishing, and safety.

Among the specific prohibitions in the reservoir environment, the following stand out:

• The entry, circulation, and parking of motor vehicles on shores, beaches, meadows, slopes, and bathing areas, except for emergency, surveillance, or maintenance vehicles.
• The lighting of fires, bonfires, barbecues, and pyrotechnics, as well as the introduction of glass containers or sharp objects in bathing areas.
• Camping, overnight stays, and occupation of the public domain outside of authorized locations.
• The use of music or public address systems that cause significant nuisance to other users, fauna, or nearby dwellings.
• The takeoff of drones from municipal ground without authorization when it affects bathing areas, crowds, or the privacy of bathers.

Noise, animals, and cleanliness

Regarding noise, the ordinance establishes a special protection nighttime schedule between 23:00 and 8:00 hours, during which extreme precautions must be taken to avoid disturbances derived from gatherings, music, instruments, animals, vehicles, or work. The collective consumption of drinks in public spaces is prohibited when it generates litter, noise, or disruption of coexistence, especially during nighttime hours and in the reservoir area.

Regarding animals, they must circulate under control with a leash or other means of restraint, and it is prohibited to have them loose in the reservoir area, especially in bathing zones and lounging areas. Responsible persons must immediately collect waste and prevent animals from drinking or bathing in ornamental fountains. In terms of cleanliness, it is prohibited to throw waste on roads, riverbeds, shores, or the reservoir environment, as well as to wash vehicles, animals, or equipment in public spaces.

Sanctioning Regime

Title VIII classifies infractions as minor, serious, and very serious, with the following fine amounts:

• Minor infractions: fine of up to 750 euros.
• Serious infractions: fine from 750.01 to 1,500 euros.
• Very serious infractions: fine from 1,500.01 to 3,000 euros.

Sanctions are understood without prejudice to the obligation to repair damages, restore the altered situation, and compensate for losses. The ordinance also provides for the possibility of totally or partially replacing the financial sanction with community service and contemplates educational measures when the responsible person is a minor. Against the agreement, final in the administrative route, a contentious-administrative appeal may be filed in the established form and timeframes.

Entry into force will occur once definitively approved by the Plenary, after its full text has been published in the BOP of Toledo and the period provided for in article 65.2 in relation to 70.2 of Law 7/1985 has elapsed. The regulation affects both residents and visitors of the reservoir area, one of the main leisure and recreation spaces of the municipality, and reinforces the protection of minors, elderly people, people with disabilities, and users of the bathing areas.
