Caudete announces two Second Officer positions via internal promotion

The Caudete City Council has announced two internal promotion processes to fill two positions for Second-Class Multi-Trade Officer, one for a career civil servant and another for permanent contractual staff, both classified under Subgroup C2. The regulatory bases were approved by the Local Government Board in an ordinary session on August 21, 2026, and are published in the Official Gazette of the Province of Albacete number 110, dated September 21, 2026, in the third section (Local Administration), with official references 23.951 and 23.952. The announcements are signed by the mayor, José Miguel Mollá Nieto, in Caudete on September 15, 2026.
The two calls respond to the Council’s human resources planning and share the same objective: the reclassification of positions from the former Group E —now Professional Groupings— to Subgroup C2. Both vacancies are included in the 2026 Public Employment Offer and are endowed with the salary corresponding to Subgroup C-2 as provided in Article 76 of the revised text of the Basic Statute of Public Employees, in accordance with its third Transitional Provision, and with a destination supplement level of 26.
The process is governed by Law 7/1985 regulating the Bases of the Local Regime, the revised text of the Law of the Basic Statute of Public Employees (Royal Legislative Decree 5/2015), and Law 4/2011 on Public Employment of Castilla-La Mancha, among other regulations. The bases will also be published in the Official Gazette of Castilla-La Mancha, on the municipal notice board, and on the electronic headquarters www.caudete.es; in the case of the civil servant position, an extract will also be published in the Official State Gazette.
Two parallel processes with different destinations
- Career civil servant position (reference 23.951, pp. 50-56): Special Administration Scale, Trade Personnel Subscale, Second-Class Multi-Service Officer, with Job Position Relationship code 1-SCI-1.8-01.
- Permanent contractual staff position (reference 23.952, pp. 57-63): contractual staff payroll, Department of Works, Second-Class Multi-Service Officer category, with Job Position Relationship code 2-SCI-1.7-01.
In both cases, the selection system is a competitive examination (concurso-oposición), subject to the principles of equality, merit, capacity, and publicity, and the number of successful candidates may not exceed the number of positions announced.
Requirements and applications
Applicants must meet the following requirements by the closing date of the application period:
- Be a career civil servant of the Caudete City Council belonging to the former group E, or permanent contractual staff of the same Council from the former Professional Groups group, with a minimum seniority of two years according to the process.
- Hold a Primary School Graduate degree, ESO Graduate degree, or equivalent Vocational Training (FP) qualification.
- Be at least 16 years of age and not exceed the maximum compulsory retirement age, in addition to holding a category B driving license.
- Submit the application according to the model in Annex II, addressed to the Mayor’s Office, via electronic means through the municipal electronic office, within 20 business days counting from the day following the publication of the summary in the Official State Gazette (civil servant) or in the Official Gazette of Castilla-La Mancha (contractual staff).
- Payment of the examination fee is waived, in accordance with the regulating fiscal ordinance.
Eighty points for the competitive examination and twenty for the merit competition
The competitive examination phase consists of a practical test valued up to a maximum of 80 points, with a minimum of 40 to pass and proceed to the merit scale. The merit competition phase, which is non-eliminatory, provides up to 20 points:
- Professional experience: up to 10 points (0.08 points per effective month in 2nd Class Officer positions and 0.04 in different scales or sub-scales).
- Academic qualification higher than required: up to 2 points.
- Training and professional development courses: up to 8 points, depending on the accredited duration.
The qualifying Tribunal will consist of a Presidency, a Secretariat, and three members, with voice and vote, and will be categorized as third-class for the purposes of service-related indemnities. The provisional list of admitted and excluded candidates will be issued within a maximum period of one month, with three business days for corrections, and the first exercise will be held at least 15 calendar days after its publication.
The call for applications directly interests municipal staff from the former AP group, who thus see an open path for internal promotion to Subgroup C2 without the need to apply via the open competition. Applicants have a tight deadline—20 business days—and a single submission channel, the electronic office, meaning that resolving doubts regarding the application model and the accreditation of merits is decisive for completing the process.
