Castro de Rei modifies the fee for the issuance of administrative documents

The City Council of Castro de Rei has finalized the modification of fiscal ordinance no. 2 regulating the fee for the issuance of administrative documents, after the period for allegations ended without any claims being presented. The agreement, initially approved by the Plenary in the ordinary session of July 17, 2026 (file no. 670/2026), is now published in the Official Gazette of the Province of Lugo no. 217, dated September 22, 2026, with reference R. 2499, for its entry into force.

From provisional agreement to final approval

The Plenary of the City Council of Castro de Rei provisionally approved the modification in the ordinary session of July 17, 2026. The announcement of public exhibition was published in the Official Gazette of the Province of Lugo on July 28, 2026, which opened the 30-day period for allegations provided for in article 17.1 of Royal Legislative Decree 2/2004, which approves the consolidated text of the Law regulating Local Treasuries.

After this period passed without claims, the provisional agreement is elevated to final and the full wording of the modified text is made public, in application of article 17.4 of the same regulation. The change affects article 7 of the ordinance, dedicated to the tariff.

What changes in the tariff

The modification consists of the removal of Heading second: Population censuses of inhabitants. The tariff remains structured in the headings that are maintained:

• Heading first: Personnel in the service of the City Council.
• Heading third: Certifications and certified copies.
• Heading fourth: Documents issued or extended by the Municipal Offices.
• Heading fifth: Documents relating to urban planning services.
• Heading sixth: Health and consumption documents.
• Heading seventh: Contracting of works and services.
• Heading eighth: Other files or documents.

The published text retains the table of amounts as it appears in the ordinance, expressed in pesetas. Among the amounts collected are:

• Titles, appointments, and credentials: 100.
• Licenses: 200.
• Official transfers: 1,000.
• Recognition of passive rights in favor of officials or their successors: 100.
• Certification of documents or municipal agreements: 300.
• Other certifications: 200.
• Document comparison procedure: 200.
• Validation of powers of attorney: 800.
• Witness statements: 300.
• Declarations of heirs for the receipt of assets: 100.
• Appearance before the Mayor’s Office with written proof: 300.
• Visa of documents in general: 200.
• Photocopied document, per page: 10.
• Photocopy document authorized by certification: 200.
• Administrative contract for works, goods, or services: 300.
• File for the declaration of ruin of buildings: 3,000.
• Certification of urban services at the request of a party: 1,000.
• Report on land characteristics or consultation for building purposes: 1,500.
• File for the granting of installation of signs and samples: 500.
• Obtaining an urban planning certificate: 1,500.
• Registrations, cancellations, and alterations in the Rural Property Tax: 50.
• Any other file or document not expressly priced: 100.

Deadlines and means of appeal

Against the agreement, which ends the administrative route, interested parties may file a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Galicia within a period of two months starting from the day following publication, in accordance with articles 10.1.b and 46.1 of Law 29/1998, regulating the contentious-administrative jurisdiction.

The announcement bears the signature of the mayor-president, Francisco Javier Balado Teijeiro, and is dated in Castro de Rei on September 16, 2026.

The modification directly affects any resident who requests certificates, licenses, urban planning reports, or any other administrative document at the Town Hall of Castro de Rei, as it establishes the headings and current amounts of the tax and removes the one relating to population censuses.
